【摘要】 在社会法制不断完善和社会不断进步的现实条件下，党中央加强了对大学生法制教育的关注。邓小平、江泽民以及胡锦涛都先后对我国法制建设做出了指示。邓小平指出，青少年犯罪频率较高的原因主要是因为青少年受教育程度比较低，因此必须加强青少年法制教育。江泽民指出，部分学校和教师过于重视文化课程的教育，忽视了学生法制素质的教育和提高，导致学生的思想道德教育要求比较低，同时学生对校外生活的了解不足，这对学生综合素质的提高是相当不利的。所以国家各个部门以及学校上下都要重视学生的道德教育和法制教育，不能忽视这方面的教育，不能有丝毫放松和懈怠。胡锦涛在2007年共产党第十七次全国代表大会中提出，我国要加快法治国家的建设，同时还针对这一工作做出了具体部署。这些方针和政策都为大学生法制教育的发展提供了支持。目前我国大学生普遍存在法律意识薄弱，学生犯罪现频发的现象，因此，要继续重视大学生法制教育。当今社会是法治社会，大学生若不能对法律有更加深入的了解，不能按照法律做人做事，就会对未来的生活和学习造成非常不利的影响，并且对我国社会主义法治国家的建设也是非常不利的。当代大学生法律意识欠缺，对法律知识认识不够，相当一部分大学生没有充分认识到法律知识对个人综合素质的重要性。部分大学生不懂得如何利用法律武器来保护自己，不知道怎样维护自己的合法利益，很容易在无意之中做出违反国家法律的事情，国内先后发生了马家爵、药家鑫等重大案件，虽然案件的发生也有其他方面的原因，但是根本原因还是大学生法律知识的匮乏，这也直接反应了我国大学生法律教育不完善的问题。这些问题都充分说明各大高校应加强对大学生的法制教育。大学生是祖国未来发展的动力，是民族复兴的希望，是伟大的社会主义事业的接班人，增强大学生的法律意识对社会主义建设和发展具有非常重要的作用。大学生法律知识的积累和法治意识的高低直接影响着我国未来的法制建设，对社会主义发展有重要意义。法制教育是高校政治教育的关键部分，可以有效增强大学生的法律意识，帮助大学生树立正确的人生观和法制观念。我国高校的法制教育已经开展20多年了，在20多年的发展中积累了一定的经验，法制教育课程获得了一定的发展，随着法制教育活动的不断开展，大学生的法律意识以及素养均得到了很大的提高，学生基本认识到法律知识的重要性，对国家法治建设也越来越关注。然而，我国高校法制教育虽取得了一定的成绩，但同时也存在一些问题，尤其是大学生的认识程度不均衡，很多学生知行不一，缺乏必要的自觉性，缺乏法律意识，甚至缺乏法律信仰。虽然我国已经将法律基础知识课程列入大学生课程计划中，但是教学效果并没有想象中的那么明显。所以应该对如何提高大学生法制教育效率、增强法制教育的实效性等问题进行研究，这也是亟需解决的问题。本课题选取河北八所大学的在校学生为例进行调研，分别为河北经贸大学、河北师范大学、河北科技大学、河北医科大学、河北行政学院、石家庄铁道大学以及石家庄经济学院，调研方法包括实地调研、问卷调查以及文献研究法等，本文对大学生法制教育的现状以及高校法制教育中存在的问题进行研究，寻找造成这种问题的原因，并提出建议和对策。全文共有四个部分：第一章，重点分析高校大学生的法制教育概念等基础问题，对加强大学生法制教育的必要性和重要性进行分析；第二章从大学生法制教育情况入手，进行调查研究，对大学生法制教育中存在的问题进行探讨；第三章从学生本身、学校内部以及社会等不同方面分析了造成问题的原因。第四章从思想教育的方面入手，为河北省大学生法制教育提出对策和建议。希望通过本文的研究，能够为河北省高校乃至全国所有高校开展法制教育提供借鉴与参考。更多还原

【Abstract】 In recent years, the CPC central committee and the state council have been attachingimportance to college students’ education of legal system. Party and state leaders DengXiaoping, Jiang Zemin and Hu Jintao have made important instructions on legal systemconstruction. In the article-"set up the concept of legal system in the people", Deng xiaopingemphatically analyzes the juvenile crime activities are frequent and of no scruples, he pointedout that one important reason is that some youngsters have low cultural quality. The mostimportant thing to improve the quality of this part of the youth is to strengthen education,especially the legal system of education. This becomes an important opportunity to carry outthe legal education of the youth. Jiang Zemin pointed out that some schools and places paymore emphasis on the students’ cultural course learning and the school infrastructure, and dobetter in this respect. But it ignores students’ moral education and legal education and lacksof the understanding of students activities outside school, which is unfavorable to improvestudents’ comprehensive quality. Therefore education departments and schools at all levelsshould strengthen the education of students’ knowledge, and can not ignore the moraleducation and legal education. They should pay attention on both class and outside. In the17th national congress of the communist party of China held in October2007, Hu Jintaopointed out:"The full implementation of the rule of law, as a fundamental to speed up theconstruction of a socialist country", and had made a comprehensive deployment to strengthenthe construction of socialist legal system. These provided the theory and policy support tostrengthen college students’ education of legal system.Besides, the present situation is that college students’ have less legal consciousness andmore frequent crimes, which is urgent to need to strengthen college students’ education oflegal system. Modern society is the rule of law society, if college students don’t know therules of the law, not abide by the laws, and can not be a good citizen, which not only affectstheir future study and life, and not conducive to the construction of a socialist country underthe rule of law in our country. But only the law major college students are familiar to thecountry’s current legal system and legal knowledge. More non-law major college studentsknow less about legal knowledge, and are lack of legal consciousness, and they don’t realize the importance of legal knowledge in college students’ comprehensive quality. so manycollege students’ are general lacking of legal knowledge, do not know use legal weapons toprotect themselves and safeguard the legitimate rights and interests of themselves. Even somecollege students often unwittingly break the law, so these illegal crimes phenomenon occursfrequently. These homicides cases about Ma Jiajue, Fu Chengli, Yao Jiaxin happened,although there are other reasons, but they have less legal knowledge and legal concept is thedirect reasons. It directly reflects the weakening of the current college students’ education oflegal system. In addition, college students’homicides cases because of the love are alsohappened frequently. All of these illustrate that it is urgent to strengthen the law education ofcollege students.College students are not only the future of our motherland and the hope of our nation,but also the builders and successors of socialism.The enhancement of college students’ legalconsciousness plays a pivotal role on socialist construction of our country. Their legalconsciousness has a directly effect on legal system construction of our national socialism,which is related to the smooth development of socialist market economy. Law-relatededucation as a part of the ideological and political education in colleges, which plays animportant role in strengthening legal consciousness of college students, and preventingcollege students’crime. Legal education in colleges and universities have been carried out formore than20years, in the development of more than20years has accumulated certainexperience, and legal education course had obtained a certain development. With thedevelopment of legal education activities, college students’ legal consciousness and literacyare obtained a big enhancement. Students has realized the importance of legal knowledge,and they pay more attention on basic rule of law in our country.However, collegial laweducation in China has made some achievements, but still has some problems, especially theawareness of college students is not balanced, many students have different knowledge, andthey are lack of self-consciousness, legal consciousness, and even the legal faith. Althoughour country has already included the undergraduate course of law basic knowledge course,but the teaching effect is not as clear as I thought. Therefore, it is necessary to improve theefficiency of college students’ education of legal system, and strengthen the effectiveness oflaw education. This topic selection pointed at college students(Hebei Normal university,HebeiEconomics university,Hebei university of science&technology, Shijiazhuang college ofeconomics, Shijiazhuang railway institute,Hebei medical university, Hebei administrationcollege) whom as researching object. Base on field research,questionnaires,documentresearch and other ways to analyze situation of new period college student legal education,explore the shortages and their reasons, thus figure the countermeasure to further enhancecollege students’ legal eduction. This thesis includes four parts: first chapter, start fromconcept of college student legal education to analyze feather, importance and necessity ofcollege student legal education; second chapter analyze achievement and extant problems ofcollege student legal education with questionnaires to eight schools;third chapter from threeparts(interior, external and oneself) to analyze extant problems and what caused theseproblems. Four chapter start from view of ideological and political education, aimed at extantproblems of college students legal education to do countermeasure study, propose to enhancecollege student legal education from build legal environment,strengthen cognition ofimportance, reform content and modality of college legal education, pay more attention onlegal believe development of students and so on.更多还原
