【摘要】 经济结构调整、社会转型期，各种矛盾关系错综复杂，如何正确处理好干群关系，一直以来都是中国共产党和中国各级政府关注的焦点。作者撰写本文的目的在于，通过本文的撰写能够丰富党的群众路线、和谐社会理论，能够为当前干部的选拔、考核、监督政策的制定提供理论依据，能够为认清当前形势、解决社会矛盾、构建和谐社会、巩固党的执政根基提供指导和参考。作者认为当前中国干群关系的总体是和谐的，但存在局部的冲突，部分地区还出现了突发性群体事件。只有通过深入开展群众路线教育活动，增强干部群众观念、提升服务群众本领；只有创新联系服务群众机制制度，打造阳光政府、运用舆论监督政府及干部；发展社会经济让人民群众共享发展成果，提升人民群众文化素质，才能在干群之间构建一种和谐的、融洽的关系。本文从分析研究苏联干群关系教训、西方成熟民主国家官民关系经验、华人区国家官民关系经验、我国基层干群关系演变出发，重在研究探讨怎么认识当前我国基层干群关系现状及特点、存在的问题及产生的主要原因，通过干部选拔、监督、考核制度创新及有效开展群众路线教育实践活动，来密切干部关系、维护社会和谐稳定，这对建设和谐社会、实现全面小康具有巨大作用。本文共计五个部分。第一部分是绪论，就论文选题目的及意义、研究现状、研究方法、创新之处等四个方面进行简要介绍。第二部分是基层干群（官民）关系模式比较，就不同国家间官民关系及中国各阶段干群关系用横纵向相结合的方式进行了比较。第三部分是当前我国基层干群关系的现状、特点、问题及原因，揭示了我国基层干部关系的现状，概况了我国基层干部关系的特点，揭示了我国基层干部关系存在的主要问题，分析了我国基层干部关系问题产生的主要原因。第四部分是密切基层干群关系的对策思考，从扎实开展群众路线教育实践活动、深入开展制度创新两个方面进行了阐述。第五部分是结论，对全文进行总结。本文创新之处在于采用比较研究法，通过对前苏联干群关系教训、国外成熟民主国家基层官民关系、华人区国家基层官民关系进行研究，总结提炼他们的成熟做法和经验。采用历史分析法，通过对我国不同历史时期干群关系状况进行分析，总结提炼历史经验。通过横向和纵向相结合的方式，研究分析现阶段干群关系现状和问题，分析问题背后的原因，从而提出具有建设性的解决方案。对我国新时期密切基层干群关系，构建和谐社会具有一定指导意义。更多还原

【Abstract】 The adjustment of economic structure, the social transition period, variouscontradictions perplexing, how to correctly handle the relationship between the cadresand the masses, has always been the focus of attention Chinese Communist Party andgovernment at all levels. The author wrote this paper aims to, through this paper canenrich the mass line of the party, the theory of harmonious society, to provide atheoretical basis for making the selection, the current assessment of cadres.In this paper, from the analysis of the relation between the cadres and the masses,the mature western democracy from relationship between the government and thepeople experience, Chinese national relationship between the government and thepeople experience, our basic research should focus on the evolution of relationsbetween cadres and the masses, to discuss the main reasons how to understand thecurrent situation and characteristics of basic level cadre mass relations, existentproblem and create, through the cadre selection, supervision, appraisal systeminnovation and effectively carry out the mass line of educational practice, to realizethe close relationship between cadres, maintaining social harmony and stability, theconstruction of a harmonious society, the realization of a comprehensive well-off hasgreat effectThis paper consists of five parts. The first part is the introduction, brieflyintroduced in four aspects the thesis research purpose and meaning, current situation,research methods, innovation. The second part is the grassroots masses (officials)relationship model, the relationship between different countries and relationshipbetween the government and the people and the cadres and the masses Chinese stagewith a combination of horizontal and vertical modes are compared. The third part isthe present situation, characteristics, problems and reasons of current our countrybasic level cadre mass relations, reveals the present situation of grassroots cadres inour country, the characteristics of basic level cadre China relations, reveals the mainproblems existing in cadres at the grass-roots level in our country, analysis of China’sgrass-roots stem mainly causes the issue of the relationship between the Ministry of.The fourth part is the Countermeasures of close relationship between grass-rootscadres and the masses, from carrying out the mass line of educational practice, further elaborated two aspects of institutional innovation. The fifth part is the conclusion,summarizes the full text.The innovations of this paper is comparative study, through the study of theformer Soviet Union relations between cadres and the masses, the foreign maturedemocracies lessons basic relationship between the government and the people,Chinese national primary relationship between the government and the people,summing up their experience and mature approach. Using historical analysis method,based on the status of relations between cadres and the masses in different historicalperiods in our country analysis, summarize the historical experience. Through thecombination of transverse and longitudinal phase way, research situation and problemanalysis of the present relationship between cadres and masses, analysis the reasonsbehind the problem, and put forward constructive solutions. The close relationshipbetween grass-roots cadres and the masses in the new period of China has certainguiding significance to the building of a harmonious society.更多还原
