【摘要】 目前，许多社会问题在城镇化发展过程中日益凸显。工业化和城镇化进程的双重提速，使得城中村中越来越多的农民因为土地被征用而成为失地农民，而这些农民的住房保障问题已成为急需解决的问题。本文通过对牡丹江地区失地农民的居住现状进行研究和分析，总结了失地农民住房保障中存在的问题。主要表现为政府的拆迁安置政策不能持续，安置的资金不足；从失地农民的角度上看，投资渠道不多以及房子的产权不够清晰。分析了导致牡丹江地区失地农民住房保障存在问题的成因。具体来说，政府实施的土地征用制度有所滞后；补偿较少；对失地农民的住房安置政策不能有效解决住房保障问题，有待更新；拆迁速度不能与安置速度相协调；失地农民在城市化进程中存在着就业和发展的局限性等。本文还分析了国内外城镇化进程中解决失地农民住房保障问题的成功经验，介绍了国内的长三角地区和珠三角地区重建经验，国外的巴西贫民区和美国旧住区的改造经验，并联系牡丹江地区的实际，阐述了对牡丹江地区解决失地农民住房保障的启示。本文提出了解决牡丹江地区失地农民住房保障问题的方法和建议。明确住房保障的原则，完善住房保障的政策，健全住房安置机制，改革土地产权体制，使得农民、开发商以及政府等多方组织协调配合，促进社会的和谐稳定发展。更多还原

【Abstract】 At present, many social problems in the process of urbanizationgrowing. Dual speed up industrialization and urbanization process,making more and more farmers in the village because the land has beenexpropriated and become land-lost farmers, and these farmers housingproblem has become a problem needed to resolve.In mudanjiang region based on the research and analysis the presentsituation and problems of land-lost farmers living, summarizes theproblems of land-lost farmers housing security. Main show is thegovernment’s relocation policy cannot continue, placement ofinsufficient funds; From the perspective of the farmers, few investmentchannels and house property right is not clear.Result in mudanjiang region is analyzed the cause of land-lostfarmers housing security problems. In particular, the government on theimplementation of land requisition system lagging behind; Lesscompensation; Of the land-lost farmers housing policy cannot effectivelysolve the problem of housing security, needs to be updated; Demolitionspeed cannot be in harmony with the placement speed; Farmers in theprocess of urbanization there are limitations of employment anddevelopment, etc.This paper also analyzed the urbanization process of the successfulexperiences to solve the problem of land-lost farmers housing security,introduces the domestic experience in Yangtze river delta and the pearlriver delta region reconstruction, Brazilian slums and alterations ofthe old residential areas abroad experience, and the actual contact mudanjiang region, this paper expounds the enlightenment to mudanjiangregion to solve the land-lost farmers housing security.This paper puts forward the method to solve the problem of mudanjiangregion land-lost farmers housing security and the suggestion.
