【摘要】 近些年来，伴随着信息技术的迅速发展，计算机与网络的运用慢慢的融入到了社会化生产和人们日常生活等方方面面，同时也推进了社会的前进和发展。税收是国家的经济命脉，地税局是国家经济的管理部门，运用计算机和网络管理经济是必然的而且是紧迫的，信息技术的应用范围随着社会的发展日益广阔。税收征管辅助系统的业务操作子系统在改变了以往的按户管理分年度，改为按季度的方式，更有利于管理，在统计和整理纸质税收征管资料的同时，实行资料收集的无纸化即电子化数据存储，这样就大大减少了征管员的工作的复杂度和难度，通过应用业务操作系统，管理人员能迅速、精确、全盘的填充、修正和查询税收的消息，基本满足了基层税务管理员税收征管和执法检查的需求。业务操作系统在按户进行纳税人信息的整理和存储的同时，又兼顾了定额管理的税收管理制度，审批流程的完善，基本满足基层税务所领导，区局领导等各级领导对信息统计和信息审批的需要，加强税收监控和执法检查，为逐步建立能级评估管理系统提供了有效的数据和依据。同时，业务操作系统的变化和业务流程的现有的收集和管理改进，业务功能进行了重新整合，基本功能，工艺规范，自动化，网络声明明确考核。使征管、执法检查工作流程紧密联系，满足高效，精细的管理的需要，提高税收征管水平。业务系统为能级考核系统提供有效可靠的数据来源与框架结构，能级考核系统通过考核评价税收管理员实绩工作，提高了税收征管水平与应用能力，丰富充实了业务系统的功能。为了规范税务行政管理工作的行为，提高家庭的层面，明确帐户管理，促进当地的科学，规范化的税收管理，精细，我局从监控税收管理员工作过程、评价税收管理员工作结果入手，开发了科尔沁区地方税务局税收征管辅助系统。税收管理员税收管理轨迹与过程形成电子税收征管档案，税收管理员日常工作行为与结果形成能级管理电子档案。两系统以电子档案的形式记录历史数据与征管全过程。更多还原

【Abstract】 In recent years, the application of the computer and Internet is permeatingcorner of every one of social production and our daily life，as well as promoting thedevelopment of the social progress，with the information technology developingrapidly. Taxation is the key branch of the national economy and Local TaxationBureau is the management department.It is necessary and pressing to apply theInternet to the economy management，and the range of the application of IT isbecoming wilder and wilder.The subsystem of the business operation of the auxiliary system of taxationadministration system has changed the past way of collecting tax per household peryear into per household per quarter. As a result, it has been beneficial to themanagement. When we do the work of the arrangement and statistics of taxationadministration information，we can also achieve the paperless of data collection at thesame time，namely electronic data storage.By this way, the complexity and difficultyof an administrator’s work can be reduced greatly. By using the business operationsystem, an administrator can fill in, revise and inquire the information of the taxationquickly, precisely and thoroughly. It basically meets the needs of primary taxationadministrators considering the general inspection.The business operation system achieves both goals of collecting and storing taxpayers’ information per person and quota management of the taxation managementsystems. Besides, the perfection of procedure for examination and approval basicallymeets the needs of information statistics and examination and approval of theleadership of Local Taxation Bureau, Field Office and all levels. It is thestrengthening of the taxation monitoring and general inspection that provides us witheffective data and basis to build up the level assessment and management systemgradually. Furthermore, by changing the prevailing procedure of tax collecting andmanagement to a great extent and reorganizing the business function, the businessoperation system has achieved the goals of networking function, standard process,automatic declaration and clear appraisal. Making the taxation administration and general inspection procedure linked closely can be efficient and accurate, as well asimprove the standard of taxation administration.The business operation system provides the level appraisal system with reliabledata source and frame structure. By appraising tax administrators’ practical work, thelevel appraisal system improves the standard of taxation administration and theapplication ability. As a result, the function of the business operation system has beenenriched. So as to normalize the administrators’ working behavior, improve thecustomers’ standard, clear customer’ responsibility and make the local taxationmanagement become scientific, normalized and fining，we started from monitoringthe tax administrators’ working process and appraising their performance and thenexploited the auxiliary system of the taxation administration system for KhorchinLocal Taxation Bureau.Taxation administrators’ tax collection and management tracks and proceduresbecome electronic files, meantime, their daily work behavior and outcomes becomeelectronic file of level management.
