基于价值链治理的温州服装集群区域转移研究

【摘要】 进入二十一世纪以来,随着我国改革开放程度的日益加深,各地都出现就了具有地方特色的产业集群,而作为温州十大特色产业之一的服装产业,经过多年发展,已成为中国服装业五大产业集聚区域和浙江省三大服装基地之一,阶段性成效显著。近年来,随着人民币升值、劳动力成本提高等原因,传统温州服装产业也面临着前所未有的冲击,向外产业转移现象开始显现。本论文首先对价值链治理的基本概念和理论成果做了论述,在归纳国内外专家学者的理论成果的基础上,对论文的框架、研究方法等进行阐述。提出本论文研究的主要创新点在于以温州服装产业集群区域转移的实证经验,来验证价值链治理理论,以实践来丰富理论,以理论来指导温州传统支柱产业集群发展,是一种创新的结合,而且这种创新研究,对温州的其他传统支柱产业,以及国内其他地方的支柱产业集群区域转移提供实践和理论价值。其次,通过对价值链治理的内涵界定以及决定因素及其模式分析,对价值链治理理论做出进一步拓展研究。结论认为价值链治理模式尽管提出了价值链治理的动态问题,但是静态和比较静态的研究仍然是占主导地位,价值链的动态治理在对价值链上利润分配起来重要作用。未来随着生产一体化程度的加大,价值链演进将受到生产模块化、标准化以及创新显性化影响。再次,以温州服装集群为例,通过分析国内外服装业的现状和发展趋势等,重点实证分析温州服装集群区域转移行为。论文对温州服装行业面临人才、技术、土地三大要素制约的情况下,发生区域转移现象。主要分两种,一种是以制造环节为主低产品附加值环节的转移行为,另一种是以研发设计和物流高产品附加值环节的区域转移行为。其中以森马集团为实证案例,森马作为温州服装集群的龙头企业,区域转移行为是典型的领导型治理模式。最后,在上述理论和分析的基础之上,得出本论文的结论和相关政策建议,希望能为温州服装产业集群发展提供可借鉴的意义。论文认为,一,价值链治理模式背后的影响因素还有更深层次的因素对其进行影响。二,价值链治理的实际控制者按其所在产业链环节上对核心环节的竞争力掌控来衡量更为科学。三,并非所有的产业集群区域转移的内外推动力性质都一样,在不同价值链治理模式下的产业集群区域转移的内外推动力性质都有不同。

【Abstract】 Since twenty-first Century, with China’s reform and opening up degree deepening, there are industry clusters with local characteristics emerging all over the country, Wenzhou clothing industry which is one of the ten characteristics of the apparel industry, after years of development, has become the one of five major industrial agglomeration area in China garment industry and one of the three major apparel base in Zhejiang province, initial significant results. In recent years, with the RMB appreciation, rising labor cost and other reasons, Wenzhou garment industries also faced with hitherto unknown impact, industrial transfer phenomenon began to appear.Firstly, the value chain governance of the basic concepts and theoretical results are discused, then based on the theoretical results of domestic and foreign experts and scholars states on the framework, research methods and so on. The main innovation of thesis lies in the empirical experience of Wenzhou clothing industry cluster area transfer and verify the value chain governance theory to practice to enrich the theory to guide Wenzhou traditional pillar industry cluster development. It’s an innovative combination and innovative research on the pillar industries of other traditional pillar industry in Wenzhou, as well as regional clusters elsewhere in the country to provide practical and theoretical value of the transfer.Secondly, by defining the connotation of value chain management and decision, the article analysis factors and mode, to make further research on the value chain management theory. Concluded that in spite of the value chain governance issues raised dynamic value chain governance, but static and comparative static studies are still dominant. Dynamic governance of the value chain in the distribution of profits to the value chain together an important role. Because of the increasing integration of future production levels, it will be the evolution of the production value chain modularity, standardization and innovation dominance affected.Thirdly, taking the Wenzhou clothing industrial cluster as an example, through the analysis of the domestic garment industry status and development trends, focus on the analysis of Wenzhou clothing industrial cluster regional transfer behavior. The case papers to Wenzhou clothing industry is facing three elements constraints of talent, technology, land. There are two types of the phenomenon of regional metastasis. One is the manufacturing sector mainly low value-added products metastatic behavior of links, the other is a regional metastatic behavior research design and logistics aspects of high value-added products. Semir Group as an empirical case, which is a leading enterprise in Wenzhou, regional metastatic behavior is typical of the type of governance leadership.Finally, based on the above theory and analysis, the article comes to conclusions and suggestions, hoping to provide references to the industrial cluster development in Wenzhou. One, there are deeper factors affecting the value chain governance factors behind its influence. Second, the actual control of the value chain governance aspects of their core competitiveness control on where the industry chain to measure more scientific. Third, not all of the internal and external driving force the transfer of the regional nature of industrial clusters are the same, the nature of internal and external drivers of industrial clusters in regions of different value chain governance mode has a different shift.
