【摘要】 近些年,随着我国经济的飞速发展,社会公共服务和治理的压力越来越大。通过对社会公共问题的观察和研究,我们看到政府受能力、资源等的影响不可能对社会中的所有问题都做出积极回应,只有少部分的问题能够被政府重视并产出政策。因此,对于研究社会公共问题如何能最终成为政策产出的内在特征和规律的政策议程研究就显得十分重要。我国学术界对于政策议程的研究越来越重视,虽起步较晚,尚没能如西方研究建立起较成熟模型,但也举得了不小的成果。另外,随着近几年物价指数的不断攀升,人们对于价格的敏感程度越来越高,特别是关系到日常生活的水电、蔬菜、粮食等,其价格水平的变动牵动着人们的神经,同时也成为政府不得不关心的问题。2012年7月我国的阶梯电价改革方案的实施,就曾引起社会广泛的关注和谈论。纵观此改革方案酝酿到出台的过程,它无不体现着我国公共政策议程设置方面的特点。所以本文对美国教授约翰·W·金登的多源流理论进行了介绍和梳理,以其来分析我国“阶梯电价”方案的政策议程,试图探讨此理论模型与我国政策议程设置过程的匹配度。本文共分为四个主要部分：第一部分介绍了政策议程的相关理论和多源流理论的基本内容。对于政策议程的相关理论来说,分析了政策议程的概念、主体等；对于约翰·W·金登的多源流理论,这部分重点阐释了其基本内涵,为文章接下来的部分做好了理论铺垫。第二部分是对“阶梯电价”政策议程发展的过程描述。此部分重点阐述了“阶梯电价”方案出台的背景和发展过程,文章中用时间和重点事件的表格描述来对方案出台的过程进行了梳理。第三部分是对“阶梯电价”政策的多源流理论分析,也是本文的核心部分。在这一部分内容中,本文通过多源流理论中的问题流、政策流、政治流三个源流分别来剖析“阶梯电价”的政策议程,试图看多源流理论是否适合我国的政策议程设置,最后结合多源流理论总结了我国政策议程中存在的不足。第四部分是结论部分,针对本文结合多源流理论分析出的我国政策议程中的不足,总结出了几条优化我国政策议程的建议,希望对我国政策议程的民主化和科学化有小小的帮助。更多还原

【Abstract】 Based on the theory of public policy, we know that it is impossible for government to positively react to all the problems in time due to the limitation of ability and resource. However, only a small part of problems are paid enough attention and being resolved. The aims and significance of the research on policy decision procedure is to illuminate how to discover the intrinsic characteristics and law of the diverse policy environment and how to figure out the decision mechanism involving the interaction of system environment and individual behavior. Policy agendas become increasingly important research area and significant progresses have been achieved in our country, although there is still obvious gap in comparison with western developed countries and lack of mature models for research.As the price of commodities increased continuously during the past years, people become increasingly sensitive to the change of price, especially, the price of water, electricity, vegetables and food which are closely related to daily live. The reformation of tiered price of electricity in our country had drawn vast concern and discussion in the July of2010, which represents the situations and characteristics of public policies procedure throughout the process from preparation to carrying out this policy. Therefore, we adopted the multi-streams theoretical model to analyse the policy agenda of the tiered price of electricity in our country, furthermore, to investigate the matching degree of this model and policy agendas setting in reality.This paper is composed by4major parts:1. Introduction of policy agendas and multi-streams theory. Specifically, we illuminate the concept, subject and catalog of policy agendas and the basic intension of multi-streams theory established by John. W. Kindom.2. Description of the developmental process of the policy agendas of tiered price of electricity. In this part, we illuminate the background and developmental stages of tiered price of electricity and review the enactment process of this policy using tables containing time and milestone events.3. Multiple-streams theory analysis of tiered price of electricity policy. This part is also the core content of this paper. We analyse the policy agenda of tiered price of electricity policy based on the problem stream, policy stream and political stream, then test the significance of multi-stream model in the practice of policy in our country. Finally, we summarize the problems laying in the policy agendas of our country.4. This part is the conclusion section. Based on the problems we summarized in part3, we present a few suggestions with the purpose to promote the democratic and scientific policy agendas in our country.更多还原
