幼儿园安全管理和安全教育问题研究

【摘要】 近年来幼儿园安全问题事件频发,其突发性和多样性让人措手不及。幼儿的安全就是家庭的安全、社会的安定、国家未来稳固发展的根本。幼儿安全问题从来就不是一个孤立的问题,绝不是一个善后解决问题,我们需要调动一切可以利用的资源,做好全方位的防护。幼儿园安全问题的关键是预防,并且是主动预防。我们的安全意识不应仅局限于简单的硬性防护如园内设备器材、安全制度的制定、幼儿园老师的考核,更应该将主动预防视为一个大的预防体系,纵向涉及到国家、社会、社区、幼儿园、家长、幼儿,横向涉及到教育、科技、医疗、法律法规、交通等各方面。本文以安全管理和安全教育的相关理论为基础,通过采用现场勘查、走访谈话、调查问卷三种研究方法,对安全现状问题进行了理论与现实方面的研究。整个研究分为四个部分:第一部分主要交代了研究的背景和目的,梳理了国内外研究现状,对研究中涉及的关键概念进行了定义,并指出本文的创新之处。第二部分通过对河南省濮阳市龙华区八所幼儿园100名幼儿园教师、幼儿家长的问卷调查,归纳整理了目前该地幼儿园管理和教育中存在的安全问题,同时通过查阅其他相关书籍和资料,归纳总结了我国幼儿园现在主要存在的安全问题,并对这些问题从责任相关者的角度进行了分析。第三部分是对国外幼儿园安全预防措施、管理和安全教育的研究现状进行了梳理总结。对照第二部分我国幼儿园安全存在的问题,总结了国外幼儿园先进的防护理念和措施。第四部分针对我国幼儿园存在的问题和国外优秀经验,从五个责任相关者的角度提出一些建议。

【Abstract】 Kindergarten safety problem has happened frequently in recent years. The sudden and diversity of its occurrence made people feel surprised. The safety of children is the root of family’s security,social’s stability and state’s development of the future. Children’s safety problem has never been an isolated problem,and has never been a rehabilitation to solve the problem. We need to mobilize all available resources to make comprehensive protection. Through in-depth study of the subject,we can recognize these problems can be avoided completely before the accident happen.Through consulting data,investigation and summary,we believe that the key of kindergarten security problem is defense,and is the active defense. Our safety consciousness should not be limited to the simple rigid protection,such as garden equipment, security system development and the kindergarten teacher evaluation. More active defense should be promoted as a defense system which longitudinal involves the state, society, community,kindergartens, parents and children and transverse involves education, science and technology,medical,law,transportation and so on various aspects.This paper is based on the related theory of safety management.Through three research methods,which are scene investigation,interview conversation,and questionnaire, we conducted a study about the security situation for 100 teachers and kindergarten parents from eight kindergartens in Longhua District of Puyang City, Henan Province. The whole study is divided into four parts. In the first part,we narrate the research background and purpose, carding the research status at home and abroad, define of the key concepts involved in the research, and point out the innovation of this article.In the second part we references and summarize the theory,defines the relevant concepts of research,introduces the research of theory and practice on the basis of predecessors’ research. In the third part we sums up the current security problems of eight kindergartens through a questionnaire survey of 100 kindergarten teachers and parents of young children from eight kindergartens in Longhua District,Puyang City,Henan Province. At the same time by looking at other books and materials,we summarizes our country kindergartens current main safety problems,and analyzes these problems from the perspective of responsible stakeholder. In the fourth part,we summarizes the research status of safety precautions,management,and safety education of foreign kindergarten. Comparing from the third part of the problem of the kindergarten safety in our country,we summarizes the foreign advanced protective ideas and measures for the kindergarten. In the fifth part we puts some suggestions from the perspective of the five stakeholders of responsibility aiming at the problems existing in the kindergarten and the excellent foreign experience.
