崇明岛生态环境监测与预警系统开发研究

【摘要】 生态环境是人们赖以生存和社会发展的必要基础,但随着城市化和工业化的进程,环境问题已经切实威胁到了我们的生存和发展。人们开始意识到,要想治理和保护脆弱的自然生态环境,需要针对它的转变过程和所带来的后果采取有效的监测与预警。崇明岛是上海可持续发展战略的重要部分,在《崇明三岛规划》中确定了生态岛的发展定位;作为生态岛的重要示范区,东滩生态城的建设和发展必须符合环境清洁、生态平衡、人与自然和谐共处的目标,因此,迫切需要科学有效的监测和分析技术的支持。本文正是在这样的大背景下,以东滩生态城为研究对象,以现有东滩生态城基础地理数据、生态环境监测数据等为主要数据源,运用WebGIS技术、数据库技术和Web技术,构建了集数据库管理、GeoServer平台、生态环境监测以及预警支持为一体的东滩生态环境监测与预警系统。系统可以为评估东滩生态城建设的质量、合理开发生态资源、保证区域可持续发展等提供支持数据,并为整个生态岛类似项目的建设提供参考和借鉴。本文的主要研究成果如下:(1)运用数据库技术,以MySQL为数据库管理平台,根据东滩生态城生态环境实测数据和基础地理数据的特点,设计并构建了生态环境监测数据库和空间数据库,为生态环境监测与预警功能奠定了基础。(2)运用WebGIS技术,建立了基于GeoServer的生态环境设施管理平台,实现了对地图(包括道路、河流、基础地理图层、业务图层等)的动态加载,以及地图在线漫游、放大、定位、距离和面积测量等基本操作。(3)综合运用Web前端和后台技术,实现了对生态环境监测数据的动态分析功能,包括对水质、碳代谢、环境空气、声环境、地表水、地下水以及土壤等7类指标监测数据的在线统计分析。用户可以从站点、指标、时间等维度制作统计图表,以及多因子的相互比较。(4)实现了生态环境监测指标的预警支持功能。选取环境空气、地表水和声环境作为预警代表性指标,根据各指标相应的评价标准,将超标的具体情况以图表动态显示,实现对东滩生态环境的监测、分析和预警。

【Abstract】 Quality of ecological environment is crucial to human survival and social development. Actually, during the speeding-up process of urbanization and industrialization, our lives have already been threatened by many environmental problem. People began to realize that in order to protect the fragile natural environment, we must establish an effective monitoring and early warning system for change trend, characteristics and problems of ecological environment. Chongming Island is an important strategic resource for sustainable development in Shanghai, "Chongming Three Islands Plan" has clarified the developing position for ecological island. As an important demonstration zone of ecological island, the construction and development in Dongtan eco-city must conform goals of clean environment, ecological balance and harmonious coexistence between human and the nature, therefore, the effective monitoring and support of analysis technology is an urgent need.In the background of this, the article chooses Dongtan eco-city as research object. Using the existing data of basic geographic data and environmental monitoring data for Dongtan eco-city as the main data sources, combined with WebGIS, database and Web technology, the article has established a set of database management, GeoServer platform, ecological environment dynamic analysis and early warning support for the integration of ecological monitoring and early warning systems. The systems can provide the support data for assessing the quality of dongtan eco-city construction, rational development of ecological resources and ensuring the sustainable development of regional. Besides, it can provide reference for the similar construction projects in the whole ecological island. In this paper, the main results are as follows:(1) Based on the MySQL database technology and Dongtan eco-city environmental monitoring data as well as basic geographic data, ecological environment monitoring database and spatial database were designed and built. It laid the foundation for ecological environment monitoring and early warning function.(2) Using WebGIS technology, the ecological environment facilities management platform based on Geo Server was established. The platform has realized dynamic loading the maps including roads, rivers, basic geographic layers, business layers and so on. Besides, it can provide pan, zoom in, positioning, distance and area measurement and other basic operations online.(3) Together with the combination of Web front-end and back-end technology, the dynamic analysis of ecological environmental monitoring data has been achieved. We can do statistical analysis online for water quality, carbon metabolism, ambient air, sound environment, surface water, groundwater and soil monitoring data. Users can create charts from the site, index, and time dimensions, besides they can query multiple factors to compare between each other.(4) The systems also achieves early warning support of ecological environment monitoring. The ambient air, surface water and sound environment are selected as representative indicators. The systems display the specific excessive circumstances with chart and table according to various indicators of corresponding evaluation criterion. It has implemented monitoring, analysis and early warning of ecological environment in Dongtan eco-city.
