【摘要】 钓鱼列岛争端事关中国大陆与日本之间的关系,涉及到美国、台湾等多方面的利益,争端的解决将影响东亚地区甚至全球的国际关系态势。钓鱼列岛自古以来就是中国的固有领土,是台湾的附属岛屿,然而日本从甲午战后的公然窃取,到如今的无理争夺,使得争端持续了一百多年却尚未得到解决。钓鱼列岛争端不仅仅是主权争端,还涉及到东海划界、资源争夺、战略争夺等一系列重大利益关系；钓鱼列岛争端也不仅仅是中国大陆与日本的较量,更涉及到美国的介入、台湾的诉求等各方的牵制。钓鱼列岛主权归属从中日甲午战后至今经历了漫长的争端阶段,这其中有矛盾的激化,也有暂时的平息,有轰轰烈烈的群众爱国保钓运动,也有频繁的官方协商与谈判。当下由于历史遗留因素、各方利益权衡、现实状况等牵制,钓鱼列岛争端呈现了不断激化与复杂化的状态。针对钓鱼列岛争端的研究大多集中在中国大陆与日本身上,对于中国大陆与日本在争端中的表现、各方主张及依据等都有很多论述,但是对于争端中涉及到的美国及台湾因素的分析则略显单薄。中国大陆主张钓鱼列岛是台湾的附属岛屿,而台湾当局也对钓鱼列岛“主权”提出了诉求,因此,台湾在钓鱼列岛争端中所扮演的角色是不容忽视的。本文从台湾的视角来分析台湾在钓鱼列岛争端中历年来的态度与表现,并分析这些表现背后台湾当局的钓鱼列岛政策以及采取这些政策的内部及外部原因。通过论述角度的变换,我们可以看到台湾当局在钓鱼列岛上所采取的立场在很大程度上是受到各方力量的牵制的。在分析了台湾当局的立场及背后的影响因素之后,本文对台湾当局在钓鱼列岛争端中的政策选择进行了分析,包括了对两岸是否合作保钓以及台湾在争端中是否被边缘化等问题的思考。本文以钓鱼列岛争端中的台湾视角为切入点,综合运用了文献分析法、归纳法、演绎法、问卷调查法等多种研究方法。参考了中国大陆学者的著作文章、中国外交部官方文献资料、重要条约选编、台湾学者著作文献,台湾“外交部”所公布文献资料及相关声明报告以及笔者自己通过求访所得调查结果等,对台湾在钓鱼列岛争端中的历史与现实表现进行了全面的描述与分析。在文章结构上,本文共分为四个章节,具体内容如下：第一章,主要对钓鱼列岛的概况、争端的缘由、发展及现状以及台湾与钓鱼列岛的关系进行了简单的概括性介绍。第二章,主要介绍台湾当局自上世纪60年代以来,面对钓鱼列岛争端的官方表态及立场变化。第三章,对台湾在不同时期针对钓鱼列岛争端采取不同政策立场的原因进行分析,主要包括内部因素和外部因素。第四章,通过对台湾当局政策以及在钓鱼列岛争端中表现的研究,进一步分析台湾当局在钓岛问题上进行政策选择时所面临的问题和状况。最后,本文的结论是,钓鱼列岛是台湾的附属岛屿,台湾当局也表达了对钓鱼列岛的“主权”诉求,但是长期以来,台湾在国际社会中所处的特殊处境使得台湾在争端中不得不受各种因素的牵制,并且中国大陆与日本之间在钓岛问题上不断升级的冲突使得台湾的声音越来越越被忽视,台湾在无法选择与大陆合作的情况下,必将在钓鱼列岛争端中处于越来越边缘化的地位。更多还原

【Abstract】 Diaoyu Islands dispute is related to Sino-Japanese relations, involving a wide range of interests of the US and Taiwan authority, and to resolve the dispute would affect international relations in East Asia and even global situation.Diaoyu Islands are China’s inherent territories since ancient times, and are affiliated islands of Taiwan. During the Sino-Japanese War in 1894, Japan blatantly stole them from China, and Japan keeps competing for the sovereignty with China irrationally till today, so that the dispute has lasted for a hundred years, but has not yet been resolved. The Diaoyu Islands dispute is not only the sovereignty dispute over islands, but also concerns to a series of major interests in East China Sea, such as the scramble for resources,and the strategic competition. Diaoyu Islands dispute is not just a contest between China and Japan, but also involves the intervention of the United States and Taiwan authority. Diaoyu Islands’ sovereignty dispute, which starts from the Sino-Japanese War, has gone through a long time. During these times,there were intensification of conflicts and temporary calm, also vigorous mass patriotic campaign and frequent official consultations and negotiations.Due to historical factors, the concerning parties’ trade-offs, and other realities, the Diaoyu Islands dispute continues to intensify,and to complexify.Study on Diaoyu Islands dispute between China and Japan are mostly concentrated on the two countries, mainly on the performances, positions and arguments of China and Japan in the dispute, but for the United States and Taiwan Factors,the analysts are a bit thin. We propose that Diaoyu Islands are affiliated islands of Taiwan, and the Taiwan authorities also propose the demands for the sovereignty, therefore, the role Taiwan plays in Diaoyu Islands dispute can not be ignored. This paper chooses the perspective of Taiwan to analyze the attitudes and performances of Taiwan during the long time of dispute,and also Taiwan’s policies behind all these performances,as well as the internal and external causes of adopting these policies. By transformation of discussing angle, we can see the position of Taiwan authorities on Diaoyu Islands taken are largely hampered by the strength of the other concerned parties.After analyzing the factors behind Taiwan’s position,this paper analyses Taiwan’s policy choices in Diaoyu Islands dispute, including whether to cooperate with mainland China, and if Taiwan is being marginalized in the dispute and many other issues.In this paper, the perspective of Taiwan in Diaoyu Islands dispute is used as the starting point, and literature analysis, deduction, questionnaires and many other research methods are integratedlly used. References to the Chinese mainland scholars’papers, Chinese Foreign Ministry’s official documents, a selection of important treaties, Taiwan scholars’works, published Taiwan "foreign ministry" literature and reports as well as relevant statements, survey results by the author,etc. are included in this paper. Taiwan’s performance in Diaoyu Islands dispute in the history and reality are given a comprehensive description and analysis.On the structure of this paper, it is divided into four chapters as follows:Chapter One:An overview of the reason, development and current situation of the Dioayu Islands, and a general introduction of the relationship between Taiwan and Diaoyu Islands.Chapter Two:Introduction of the official position and position changes of Taiwan authorities since the 1960s, in Diaoyu Islands dispute.Chapter Three:The reason for Taiwan to adopt different policies at different times in Diaoyu Islands dispute are analyzed, including internal and external factors.Chapter Four:Further analysis of issues and situations that Taiwan faces when dealing with the dispute, after the analysis on the performances and policies that the Taiwan authorities take.Finally, the conclusion is that Diaoyu Islands are subsidiaries of Taiwan, the Taiwan authorities have also expressed the demands for the "sovereignty" of Diaoyu Islands,but for a long time, Taiwan’s special situation in the international community makes Taiwan pinned by various factors during the dispute.The escalating conflicts between China and Japan on Diaoyu Islands make the sound of Taiwan more and more easily be ignored. As Taiwan can not choose the cooperation with the mainland, it will gradually be marginalized in the dispute.更多还原
