YLT企业人力资源管理体系的构建

【摘要】 中小企业是我国创造社会财富的重要主体,它在解决就业、推动经济发展、保持社会和谐稳定、增加国家税收等方面都发挥着重要作用。然而中小企业之间的竞争也非常激烈,在经历了粗放式生产模式向精益生产模式转变后,竞争也由物质资本变为了人力资本的竞争。相比西方发达国家,我国的人力资源管理发展水平与中小企业的发展现状存在着严重不匹配的现象。本文结合自己在YLT企业多年的工作经历,对企业人力资源管理现况进行了系统分析,找出不合理的地方,并提出了构建企业人力资源管理体系的解决方案。体系的构建从企业的发展战略角度出发,以招聘与培训、薪酬设计、绩效考核三大部分进行构建,每个部分的构建是在对企业战略目标分解的前提下进行设计的,以期实现体系在构建实施上都能支持本企业战略目标的实现。每个部分在开始时先对概念及其意义进行了阐述,然后立足于YLT企业实际情况下采取定性定量的方法进行具体构建,注重在整体企业战略目标下三个部分的关联度,保证新体系的系统性、整体性。在体系构建实施后又对其进行了效果评估,通过收集实施前后的数据对比,印证构建的人力资源管理体系的有效性。并以此为依据分析人力资源管理体系与企业发展的适应性、匹配度,从而进行体系自我调整,实现企业战略目标。
【Abstract】 The small and medium-sized enterprise(SME) are an important subject of thecreation of social wealth, which in resolving employment, promote economicdevelopment and maintain social harmony and stability, increase the state tax andother aspects play an important role. However, There are intense competitionsbetween medium SEM, which turn into the competitions for human resources fromfor materials after the enterprises have the extensive production mode into lean one.Compared to Western countries, while in China, human resources managementcannot be adaptable to the development of SEM at all. To solve the problems ofhuman resources management, YLT enterprise is taken as an example in this paper,and then some solution is put forward on the basis of several years of experiences inYLT enterprise. The human resources management system (HRMS) is constructedfrom the aspects of recruitment and training, salary design, performance appraisal, itbase on the perspective of enterprise development strategies. each part is constructedin the design under the enterprise strategic objectives, in order to support theachievement of the strategic objectives of the enterprise.At the beginning, each partare described the significance of the concept. Then, according to the actual situationYLT enterprises to built the HRMS which using qualitative methods. Focus oncorrelation of each part in the construction to ensure systematic and holistic wholesystem. in Finally, the effect of the new HRMS was evaluated Through datacomparison analysis.to prove the effectiveness of the system And as the systemconstantly adjusted basis.
