【摘要】 随着全球经济一体化的深入发展，上世纪90年代开始经济发展就已经不是单一国家和地区指标所能体现，市场的不断扩大特别是21世纪以来网络的普及促进了全球范围内的经济的快速融合，一些国际化企业也在每天接受来自不同地区的风险和挑战，2009年开始的欧债危机导致欧盟的进口额骤减，中国作为欧盟第一大贸易伙伴，传统的中小型出口依赖型企业面临着极大的生存危机，一些国内的高新技术企业借机走出国门，采取投资和本土化发展的方式主动改变现有局面，促进企业国际化经营发展的同时，也经受了前所未有的国际化发展困难，特别是对于在欧盟发展所面临的政治、经济、文化等方面的冲击使得一些高新企业在未能全面分析利弊的情况下在欧盟的投资或是合作始终处于高风险中。全球经济关联性的增强使得国内一些传统贸易型企业不甘于现状，但受自身综合条件的限制，在国际化进程中面临许多不确定的因素，但我们应该清醒的意识到，无论是来自于系统内部还是外部的环境，都使得高新企业不得不选择国际化发展作为前进的道路，只有发展才不会被新的经济环境淘汰，同时，企业在如此发展的过程中又处于动态的各类风险之中，特别是一些企业在本土化的进行中，受人才、法规、文化、恶性竞争的环境的限制，使风险产生了传导效应，如果不加以控制，则后果不堪设想，这种条件下对风险的时时掌控显得尤为重要，控制风险首先要从感知风险开始，正确的识别企业在国际化发展中的阶段和该阶段可能面临的风险，是本文主要研究的内容之一。本文主要以国内高新企业在欧盟的本土化发展为研究对象，通过系统的分析欧盟自身的客观经济、政治和文化环境，结合我国高新技术企业的特点，采用一体化的国际风险感知模型为分析手段，提炼出具有区域性本土化特点的风险识别目录，并以国内高新技术企业在欧盟本土化发展的实际情况作为案例，系统的分析风险特征，采用层次分析法对案例中的定性与定量的风险指标作权重分析，并得出欧盟内发展风险识别权重的具体数据，进而规范我国高新技术企业在欧盟内的风险识别标准流程，建立一套完善的国际经营风险识别机制，希望能对一些想在欧盟本土化发展的国内高新技术企业提供科学的决策方法，并对向其他地区进行本土化发展的国内企业有所启发。更多还原

【Abstract】 With the further development of global economic integration, as of1990s, theeconomic development considered not only related to one country or region but globalreflection, in terms of market expanding, especially since the new times, the popularityof the internet to promote the worldwide economy much more quickly, a number ofinternational companies are facing the risks and challenges daily from different regions.Since the financial crisis in Europe in recent few years, trading especially importationby Europe has been decreased significantly, China as the EU ’s largest trading partnersuffered from it, for instance some small and medium size enterprises which rely onexportation business model are facing great survival crisis, meanwhile some domestichigh-tech enterprises wanted to take the opportunity launch their business in Europe,Investment and localization development could promoting company’s internationalbusiness operations, whilst, some experienced unprecedented difficulties ininternational development, especially for the impact of the political, economic, culturaland other aspects of development faced the company, which leads some high-techenterprises those not fully analyze the pros and cons of investing failed during theprocess.Obviously, the enhancement of the global economic has attracting sometraditional trading enterprises of China for international business, however, due to itslimited international business knowledge may facing many uncertainties risk in theprocess of internationalization, we should clearly realize that no matter risk came frominternal or external environment, international development should be the future forhigh-tech companies, however if the risk cannot be controlled, the consequences couldbe disastrous, under such conditions require time to time risk control model,but thekey is that to identify the risk at first stage.The development of Chinese high-tech enterprises in the EU is one of the researchobjects of the paper, through the systematic analysis of the EU’s economic, politicaland cultural environment, as well as considerate of the characteristics of high-techenterprises of China to build a risk identification catalog with regional localizationfeatures by using international risk perception model. To calculate the quantitative riskindicators for risk weight by using AHP theory. To standardize China high-techenterprises risk identification process in the EU.
