大型地面光伏电站项目工程管理研究

【摘要】 随着环境污染的加重,雾霾等恶劣天气的增多和范围的扩大,社会对于清洁能源的需求更加迫切,并有不断处于上升的趋势。而太阳能资源丰富,将光转换为电是太阳能的重要利用方式。国内大型地面光伏电站的发展开始于2008年,但是加速发展期是从2011年开始的,由于我们在大型地面光伏电站方面起步晚、需求急、规模大、增量快,使建设经验还处于起步阶段的技术人员疲于应付项目建设,出现很多问题:设计上缺乏实际经验,采购和选型无法满足实际需求和施工要求,施工工艺控制与现场的实际环境脱节,给光伏电站的运营带来很多质量和安全隐患。本课题根据目前大型地面光伏电站项目中存在问题和实际需求,结合工程管理的理论,研究在设计、采购、实施和验收全过程中,如何提高光伏电站进度管理、质量管理、信息沟通以及采购管理的方法和工具,并且通过工程实践验证所采取的方法和工具有效性。通过对大型地面光伏电站工程的全过程研究,总结出光伏电站建设的全过程动态管理的方法和工具。本课题设计出了控制工程质量的施工检查单,该检查单通过将施工工艺、施工工序、工序交接和质量控制点结合在一起,使施工质量可以控制,可以追溯。为了保障施工进度,结合项目管理软件的使用,将进度计划、采购计划和设计计划有机的结合在一起,实现进度和资源的协调配置,从根本上改善了进度计划的执行。通过对采购流程的改进,引入供应商资质预评审机制,缩短采购周期,保障设备的可靠性和供货及时性。在实际工程中,通过本课题成果的使用,使项目能按照进度执行,工程质量也得到控制,设计、采购、实施的信息沟通更顺畅,期望对成果的推广以期提高国内大型地面光伏建设的管理水平、建设效率和施工质量。
【Abstract】 With the deterioration of the environment pollution, fog and other bad weather onthe rise and scope expanding, more urgent demand for clean energy, and have a constantupward trend. And solar energy resources are rich, converts light into electricity is animportant use of solar energy. Large domestic ground for the development ofphotovoltaic power station began in2008, but to accelerate the development started in2011, due to our late in large-scale photovoltaic power station on the ground, urgent,large scale and fast incremental demand, make construction experience are still in theinitial stage of technical personnel grapples with the project construction, a lot ofproblems: lack of practical experience on the design, procurement and selection cannotmeet the actual demand and construction requirements, construction process control andthe practical environment, cause a lot of quality and safety operation of photovoltaicpower station.This topic according to the present problem of large ground photovoltaic powerstation project and the actual demand, combined with the theory of project management,the research in the design, procurement, implementation and acceptance of the wholeprocess, how to improve the photovoltaic power station schedule management, qualitymanagement, information communication and purchasing management methods andtools, and the adopted methods and tools are verified through the engineering practice iseffective.Through the study of the whole process of large ground photovoltaic power stationproject, sums up the whole process of the construction of the photovoltaic power stationdynamic management methods and tools. This topic designed the control quality of theproject checklist, the checklist by construction technology, construction process,process and quality control points together, can make the construction quality control,can be traced. In order to ensure construction progress, combined with the use of projectmanagement software, will progress plan, purchasing plan and design organic unifies intogether, realize the coordination of schedule and resources allocation, fundamentallyimprove the implementation of the schedule. Through improvement of procurementprocess, the introduction of supplier qualification review mechanism, shorten theprocurement cycle, to ensure equipment reliability and timeliness of supply. In actual engineering, through the use of this topic results, make the project can beimplemented according to the schedule, engineering quality is under control, the design,procurement, implementation of information communication more smoothly, expect forthe promotion of achievements so as to enhance the management level of domestic largeground photovoltaic construction, construction efficiency and construction quality.
