基于局地气候环境优化的采育镇空间规划研究

【摘要】 气候环境与城镇建设活动相互影响、息息相关。一方面,地理纬度、山川地形等自然要素塑造了地域的气候环境,进而在风、日照、温度、降水、湿度等方面影响着城镇的选址建设、功能结构、形态布局。另一方面,城镇建设活动对城镇的局地气候环境也具有重要的影响。随着城镇开发建设活动的不断开展,城镇形态产生了巨大变化,生产生活过程的人为排热逐渐增多,这些因素改变了城镇的下垫面属性、影响了自然气候条件,从而逐渐塑造出特殊的城镇局地气候状况。近年来,随着城镇的快速发展,京津冀地区的城镇气候环境问题逐渐凸显,正迅速成为城镇健康发展的严峻挑战。从夏季的持续高温、到暴雨倾城、再到最近的连续雾霾天气等,无不与气候问题息息相关,受到广泛关注。不仅如此,随着城镇气候环境的恶化,还会提高空调等设备的使用频率、增加能源消耗,进而对全球气候变化起到推波助澜的作用。土地利用变化、人为排热增加等城镇建设因素是导致京津冀地区气候问题的重要原因。因此,如何在规划设计过程中,进一步关注气候环境与城镇建设活动的关系,并综合考虑地域的自然气候条件、构建合理的城市系统、最终达到改善气候环境的目的是本文主要探讨的问题。采育镇位于北京东南部地区、京津发展轴上,毗邻市域的重要发展备用地——永乐组团,与河北廊坊、天津武清相接,同时与大兴新城、亦庄新城联系紧密;作为北京市的重点建设小城镇之一,采育镇是区域在未来重要的城镇化拓展区。本文以采育镇为研究对象,以实际工程项目为依托,在区域气候环境恶化的大背景下,研究如何通过空间规划手段合理应对气候问题、改善局地气候环境。在规划过程中,运用CFD模拟软件对现状建设情况与规划设计方案进行模拟分析,帮助找到现状问题,并验证规划设计方案的合理性与适用性。
【Abstract】 Climate and urban construction activity are closely related to each otherand influence each other. On the one hand, geographical latitude, terrain, andother natural elements shaped regional climates, and then, wind, sunshine,temperature, precipitation, humidity affected the location, construction andlayout of town. On the other hand, urban construction activity also had animportant influence on local climate. The development of city made urban formchange greatly and anthropogenic heat grow continuously, which changed theproperties of underlying surface in city, influenced the natural climate, andgradually created a special urban climate conditions.In recent years, with rapid urbanization, the problem of urabn climate inBeijing-Tianjin-Hebei region is becoming more and more serious, whichchallenges the healthy development. Dust in spring, high temperature and heavyrain in summer, and haze in winter, which are all closely related to climate,have been widely concerned. Besides that, deterioration of urban climateenvironment will improve the frequency of using air conditioning equipment,and increase energy consumption, which play a negative role on global climatechange. Therefore, paying more attention on the relationship between climateand urban construction activities in the process of planning and design, andlooking for a way to construct a reasonable urban system which will improvethe climate environment based on integrated natural climate condition is thepurpose of this paper.Caiyu Town is located in the southeast of Beijing, and also in the Beijing-Tianjin Development Axis. It is an important part of Yongle, which is a spareland for development in Beijing. Caiyu is adjacent to Langfang that is in HebeiProvince, Wuqing which is in Tianjin, and closely linked to Daxing new town,Yizhuang new town. It is also one of the important small towns in Beijing,which will play a major role on urbanization in this area. Based on actualengineering project about Caiyu Town, this paper will study how to improve thelocal climate environmen from the perspective of urban planning in thebackground of regional climate deterioration.
