【摘要】 进入20世纪90年代以后，世界经济呈现出一体化的趋势，大型跨国企业集团的竞争变得越来越越激烈，对被誉为企业“血液”的资金的相关问题进行研究有着重要理论和实际意义。作为石油石化行业的龙头企业和引领者，随着集团发展的日益规模化和跨区域化，中国石油化工集团公司开始积极探索加强资金集中管理的新思路、新途径，并通过建立资金管理制度、推广TMS平台、强化境外资金集中管理等形式，较好地控制了财务资金风险，基本实现了“收支两条线”管理。胜利石油管理局作为中石化集团的下属企业之一，也根据多级法人的特点，提出了“业务管理为起点，过程控制为重点，财务核算为终点，内部银行管理为主线”的管理模式，企图通过强化资金的控制与管理，从而达到降低经营成本、提高经济效益、促进集团企业整体利益的最大化的目的。本文从资金集中管理的基础理论和相关政策引入，首先对中石化集团胜利石油管理局资金集中管理的现状和问题进行了深入的分析和探讨，然后结合所存在的问题构建了管理局进行资金集中管理优化的基本框架，并且进一步提出了具体的资金集中管理优化改进方案，该方案具体从资金集中管理环境、操作流程、具体业务和风险管理四个角度对胜利石油管理局资金集中管理模式进行了优化和改进。更多还原

【Abstract】 After the year1990, the economic around the world is showing the trend of integration,the competition among the large multinational conglomerates become more and more intense,so conduct a research on the funds which is known as "enterprise blood" has importantsignificance both on theory and practice. As the leading enterprise of the petroleum industries,Sinopec Group began to explore new ways to strengthen the centralized management of fundswith the Group’s scale development and cross-regionalization. And today, by establishing thesystem of fund management, promoting TMS platform, and strengthening the centralizedmanagement of funds outside borders, Sinopec Group achieved the goal of “Income andexpenditure in two lines” preliminarily. As one of subordinate enterprises of Sinopec Group,Shengli Petroleum Administration Bureau proposed a Management model according to thecharacteristics of multi-level legal, which focused on process control, started with businessmanagement, put the internal bank management as the main line, and end up with financialaccounting. By this way, the administration Bureau expected to reduce operating costs,improve economic efficiency, and Maximize the profit of the enterprise group.Imported from the Policies and the basic theory of centralized management of funds, thearticle analyzed the Current Situation and the Deficiency of the centralized management offunds for Shengli Petroleum Administration firstly. And then built a basic optimizationframework based on the Deficiency. Finally, the article proposed a detailed improvementprogram, which solved the problem of the centralized management of funds for ShengliPetroleum Administration from fund management environment, operational processes,specific business and risk management.更多还原
