【摘要】 随着我国改革开放步伐的不断迈进，社会各领域纷纷加快了转型的步伐与此相伴生的，现有的社会组织在结构上也产生了巨大的变化但是由于我国在社会领域的变革起步较晚，使得非政府组织，得到了快速壮大的空间同时，在高速互联的新信息时代，广大青年在工作学习交流交友和娱乐互动方面的要求产生了翻天覆地的变化，使得原有的青年组织与广大青年的多样需求不断脱节因此，大量的青年自组织在青年群体和非政府的组织之间相互融合的过程中走上时代舞台哈尔滨市以其在经贸科技教育方面的资源优势，吸引大量青年前来沟通交流，使得为数众多的青年自组织应运而生一方面，青年自组织为解决当代青年不同品类的现实需求做出了突出贡献，但同时，也因为针对青年自组织的研究较少没有相应制度约束等原因，使其陷入了政府社会和群团组织管理的真空地带因此，在深入研究哈尔滨青年自组织发展现状的基础上，如何切实提高对青年自组织的管理水平，是迫切需要研究的现实问题本文立足于近年来哈尔滨市各类青年自组织的发展演进情况，并综合提炼国外和国内各关联研究领域的理论成果，提出了我市的青年自组织在缺乏组织约束力缺少资金保障对组织领袖的依赖性过强缺少官方组织扶持缺乏组织目标和长远规划等方面的突出问题，并运用公共管理相关理论进行了原因分析，并以国外自组织发展的先进经验为蓝本，通过类比提出了优化组织内外部生存环境强化青年自组织管理和校正青年自组织的发展导向三个方面的建议青年自组织作为新的青年发展聚集形式，成为社会各界的聚焦点本文希望以哈尔滨市为例，综合分析其在发展过程中的突出问题和主要原因，找到可行性的对策建议，为青年自组织这一新生事物发展做出应有贡献更多还原

【Abstract】 With the development of the reform and opening up, various fields of thesociety transformation have speed up. And at the same time, the structure of theexisting social has also changed a lot. The reform in the social field is relativelyslow, the nongovernmental organizations get enough room to grow rapidly. In thenew information era, for the reason of the dramatic change on the fields of workand study, communication and entertainment interactive, the original youthorganizations can’t match the diverse demands. A large number of youthself-organizations get on the stage, in the mutual process of the youth groups andthe non-governmental organizations. For the advantage of economy and trade,science and technology and education resources, Harbin Attracts a lot of youngpeople to gather, and a large number of youth self-organizations arises here. Theyouth self-organizations make great contributions to solve the differentrequirement of the youth. For the lack of study and institutional constraints, theyouth self-organizations get into the vacuum space among the government,society, and the management of the society organization. Base on the study of thesituation of Harbin youth self-organizations， the key problem is to study theway to improve the management of the youth self-organizations.According to the current situation of Harbin youth self-organizations，thethesis study the foreign and domestic r theory in this fields, and point out thefollowing problems, poor organization, lack of fund,government support andlong-term planning. The thesis analysis the reason and point out the followingsuggestions, optimizing the living environment of the organization, strengtheningthe management of the youth self-organizations and correction of thedevelopment direction of the youth self-organizations.As the new form of the youth gather, the youth self-organizations becomethe focal point of the society. Setting up Harbin as the example, the thesisanalyses the outstanding issues and the main reason in the development process,proffers some countermeasures and makes some contributions to thedevelopment of the youth self-organizations.更多还原
