【摘要】 以信息化为主导的世界新军事变革正在引发战争形态、指挥理念和作战样式等方面的深刻变革。胡锦涛主席在会见第十七次全军院校会议代表时指出，科技和人才是中国武警部队建立信息化军队的主要需求。武警指挥院校培养的是高素质新型军队管理人才、武警院校也是高新技术发明的军事基地，他们在推进中国特色军事变革中肩负着重要使命。作为培养基层指挥员摇篮的武警初级指挥院校，在新军事变革中担负着培养高素质新型军事人才，完成“建设信息化武警，实现跨越式发展”要求的历史使命。本文以武警哈尔滨指挥学院学员为研究对象，从学员自主学习能力的现状出发，分析了武警哈尔滨指挥学院学员自主学习能力提升中所面临的主要问题：哈尔滨指挥学院学员自主学习能力体系的不完善；教员对学员自主学习能力不够重视；学员自主学习策略缺乏，学员自主学习能力的应用形式狭窄及自我评价不准确等问题。通过深入的研究分析，挖掘出产生上述问题的原因是学院、教员和学员三方面的因素。本文采用理论研究与实践研究相结合的方式研究了怎样提升指挥学院学员自主学习能力的策略和途径。借鉴国内外研究成果，似制了适合武警哈尔滨指挥学院学员自主学习能力提升的策略。并将其应用于实践，该策略的实施激发了学员自主学习的热情，调动了学员学习的积极性与主动性，提升了学员自主学习的能力，成为指引学员以后学习的基础。更多还原
