我国航天科研制造企业集成产品开发模式研究

【摘要】 航天科研制造企业作为我国尖端科技研究单位的代表,对国防现代化、国民经济建设和综合国立的发展起着极其重要的作用,其科研管理水平同样是国家科技进步的重要体现。伴随着社会的不断发展进步,航天领域的国际竞争日益激烈,作为我国航天科研制造企业科研管理水平的直接体现,其产品开发活动的稳定度、创新度也在进行不断完善提升,采用更为先进、更为科学的科研生产管理模式将是航天科研制造企业发展的必然趋势。产品开发活动是企业价值实现过程中的主线,其管理模式将对企业未来发展产生较大的影响。集成产品开发(简称IPD, Integrated ProductDevelopment)是一套面向客户需求,将贯穿产品生命周期的活动进行及时协同的系统化的产品开发模式。它的领先性、实用性已经被世界优秀军、民营企业所广泛证明,据报道全球500强企业中接近80%的企业都直接或间接采用了集成产品开发模式(或以PACE为基础的衍生模式),在国内也有不少优秀企业已经意识到集成产品开发的优越性,逐步对现有产品研制流程进行集成产品开发优化设计及应用。本文对企业集成产品开发模式理论进行了较为系统的论述,包括集成产品开发模式的产生背景、概念、组织模式、主要特点、优越性等内容。通过借鉴国内外优秀企业集成产品开发模式的成功经验,以及优化产品研发设计流程的具体案例,分析集成产品开发模式在国内航天科研制造企业应用及推广的可行性和必要性,提出该模式的应用将有利于加强产品成本控制、提高产品耦合度、加强方案论证阶段充分性,达到缩短研制周期、提升产品质量和开发效率的目标。在此基础上,针对A企业产品研制和生产特点,剖析其现有管理模式与集成产品开发模式的异同点,研究集成产品开发模式的本地化处理方式,由于该企业产品相对特殊、结构相对复杂,论文以产品研制全周期中的方案阶段为依据,以项目目标为导向,以集成产品开发模式为基础,提出一套航天科研制造企业方案阶段运用集成产品开发模式的实施方案,包括岗位映射、职责划分、试运行模板、指导手册等模式运转所需的体制机制策略。

【Abstract】 Aerospace enterprise, the present of China high technology research institute,plays an important role in modernization of national defense,development of thenational economy and comprehensive national strength. With the development ofthe social science and technology, and the intense international competition, thehigher requirement are needed to aerospace enterprise model’s researchproduction period, the product stabilityand level of innovation.the adoption ofmore advanced and scientific research production management mode is theinexorable trendof aerospace industry.Product development is the main of value of the enterprise realization. Itsmanagement mode has important influence on the enterprise future development.IPD, as a product development modelto customer demand, coordinates therunning product life cycle. Its primacy and practicabilityare widely proved bythe world leading defense industry enterprise and individually-run enterprises. Itis reported that near80percent of the top500business enterprises have used theIPD program management mode directly or indirectly. Many domestic excellententerprises have realized the IPD advantage, optimization designhas used to theexisting productdevelopment process.The paper makes a systematical expatiation on IPD program management mode,including IPD background, concept, organization mode, main feature andadvantage. By learning from leading enterprisessuccessful experience and thecase of optimizing the produce design process, and analyzing the IPD applicationand its feasibility and necessity, proposes the advantage of increasing the productcost control, product coupling and project approachment sufficiency, so that canshorten the development cycle and increase product quality anddevelopmentefficiency. On this basis,with the A enterprise product development andproduction characteristic, analyses of the similarities and differencesof theexisting management mode and IPD program management mode, researches IPDlocalize d treating ways. Due to the A enterprise special the product andcomplexconstruction, On the basis of development planof the product development complete period, with the objectives-oriented standard and IPD managementmode, the paper purposes a embodiment so that to offersystem and mechanismstrategy for the operating modes, including job mapping, separation of duties,commissioning template, manual instruction.
