食品安全监管体系的整体建构

【摘要】 近年来,国内食品安全事件频发,严重威胁到群众身体健康和生命安全。食品安全问题越来越成为社会关注的热点,也越来越成为困扰各级政府的难点。特别是随着区域经济一体化的深入推进,食品安全问题逐渐呈现跨区域、流动性的特点,进而使食品安全问题更为复杂,食品安全风险更加难以监控。现行的基于行政区划属地管理、基于部门职能分段管理的分散型监管组织体系已无法有效解决这一问题,由此催生了整体建构食品安全监管组织体系的迫切需求。如何集中有限的组织资源对食品安全实施有效监管,已成为政府提高行政管理水平的一项重要课题。本文以我国现行食品安全监管体系为研究对象,理论阐述了建立食品安全整体监管组织体系的必要性及可行性,系统剖析了我国食品安全监管的历史、现状、问题及其根源,比较分析了美国、日本、加拿大、丹麦等发达国家在食品安全监管组织体系建设上的成功经验。在此基础上,从组织结构、组织机制、组织工具、组织文化等维度入手,提出通过优化组织建立食品安全整体监管体系的措施,以有效解决新形势下日趋复杂的食品安全问题。

【Abstract】 In recent years, domestic food security frequent incidents of a serious threat to the public health and life safety. The issue of food safety has increasingly become the focus of attention of the society, is increasingly becoming the the troubled governments at all levels of difficulty. With the deepening of regional economic integration to promote food safety issues gradually showing cross-regional flow characteristics, thereby enabling more complex issues of food safety, food safety risk is more difficult to monitor. Based on the administrative division of territorial management, the decentralized regulatory organization system based on the sub-sector functions has been unable to effectively solve this problem, which gave birth to the urgent needs of the overall construction of the system of food safety regulatory organizations. How to focus the limited resources of the organization to effectively monitor the implementation of food safety, has become an important topic for the Government to improve the administrative level.Our current food safety regulatory system for the study of the theory expounded the necessity and feasibility of the establishment of food safety the overall regulatory organization system, the system analyzes the history, current status, problems and their causes of China’s food safety regulation, and comparative analysis of the United States, Japan, Canada, Denmark and other developed countries, the successful experience in the food safety regulatory organization system. On this basis, starting from the organizational structure, organizational mechanisms, organizational tools, organizational culture dimensions proposed by optimizing the organization to establish the overall regulatory system of food safety measures to effectively address the increasingly complex food safety issues in the new situation.
