高校后勤业务外包的风险控制研究

【摘要】 自1999年起,高校的后勤社会化改革工作以政府推动和主导的方式在全国范围内进行,至2003年基本完成了校内单位甲乙方分离的工作。本文通过将已经相对成熟的企业业务外包理论和政府公共服务外包理论,借鉴企业进行生产外包、供应链整合的成功经验,吸收政府公共服务外包的风险控制理论和方法,将其应用于高校后勤业务外包的研究之中。并对高校后勤工作中的部分具体业务进行调查研究,分析其存在的问题,对具体业务是否应该进行外包进行度量,探索性的提出一个模型用以针对不同业务,分析市场供给情况,以量化的形式分析该项业务是否能进行外包。而对已经外包的业务,则引入“外包风险管理矩阵”的方法进行具体业务的实例分析研究,以帮助高校后勤的一线管理人员分析找出外包业务最容易产生管理风险的原因,指导高校后勤管理人员在具体工作中重点关注管理风险的高危控制环节。最后以实证分析为依据,结合我国基本国情,提出在高校后勤业务外包过程中的风险控制实施方案和改革建议,希望为高校后勤走向社会化提供一些帮助。

【Abstract】 Since1999, as driven by both governments and a self desire, the university campus service has gone through a national wide reform and up to2003, most universities have completed the internal distinction between service provider and service receiver. This essay is intended to apply the more matured enterprise/government service outsourcing theory as well as the successful experiences learned from enterprise outsourced manufacturing and supply chain and risk control method adopted in government outsourced services to the outsource of the university campus services. Through a research in the specific business of the campus services, an analysis in the existing problems as well as a feasibility study of a specific service, this essay is purported to provide a model which may analyze the specific market supply/demand regarding the various services and make a conclusion whether or not such a service shall be outsourced, based on the supporting data. With respect to any outsourced services, this essay is purported to introduce a risk matrix to make a case study so as to assist the working level people at the university to find the root cause of the outsourced service risk and to guide them to pay their attention to the business parts with high management risks. Finally, based on the case study, with a combination of China situations, this essay will raise some risk control and reform proposals regarding the campus service outsourcing, which might be of some help to the commercialization of the university campus service.
