【摘要】 清末边疆危机日益严重，随着侵略者的入侵不断加剧，中国陷入了全面的危机之中，自庚子事变之后，黑龙江地区的危机尤为严重，面临着日俄两国的侵略，原有体制的弊端不断暴露，清朝统治者认识到了自身的统治体制已经不能再适应当前的国内外形势，于是在受到外来的冲击下，统治阶级改变思想，改变了在东北地区长期实行的封禁政策，推行新政改良，维护自身的统治。程德全在这种情况下，大刀阔斧的进行改革，对黑龙江实施一系列措施。经济方面，大力放荒开垦，针对时势，发展地区经济，振兴实业，创办公司，开启了黑龙江经济的近代化进程。本文主要阐述了程德全在黑龙江任职期间推行经济改革的措施及成效，第一部分阐述了程德全实施经济改革的背景，边疆危机日益严重，而黑龙江地区在这种情况下，原有的行政体制弊端不断暴露，改革迫在眉睫，在边疆一体化的背景下，程德全开始实行改革；第二部分阐述了程德全在黑龙江推行经济改革的具体措施，着重揭示农业方面的经济改革，例如放民招垦的一些措施，在招垦过程中的特点；第三部分主要阐述程德全在工商业等其他方面的措施，如何振兴江省的实业，促进经济的发展；最后一个部分阐述了程德全在黑龙江推行经济改革的实效性，对他推行的经济改革作一个客观公正的评价。程德全在清末黑龙江推行的经济改革，是一场从传统体制向近代体制转型的改革和创新，此后，近代经济的发展模式逐渐得以确立并推广，黑龙江地区的经济开始步入近代化，这为黑龙江地区经济文化发展奠定了基础，从而加速了黑龙江地区近代化的进程。更多还原
