【摘要】 改革开放之后,随着我国工业化、城镇化进程的推进,大量农村劳动力转移到城市,农村发展长期处于缓慢甚至停滞状态,城乡居民收入水平和城乡公共服务水平的差距越来越大。美丽乡村建设不仅可以使农村的环境面貌得到改善,服务功能得到全面优化,农民主体地位得到提高,又能促进农业增收、农民增收,加快缩小城乡差距,切实提高广大农民群众的满意度和幸福感。本研究的目的是在分析美丽乡村建设先进地区建设经验的基础上,结合德清县美丽乡村建设的历程和建设现状,分析其中存在的问题,并提出相应的政策建议,使德清的美丽乡村建设不仅仅停留在整治农村卫生环境、改善乡村基础设施、单个打造和美家园精品村的程度上,而是要进一步深化美丽乡村建设内涵,从建设乡村到经营村庄转变,从打造农村集聚区向建设城市后花园过渡,切实提升城乡公共服务的均等化水平,实现城乡统筹发展。为了完成以上研究目的,本研究采用案例分析的方法,对浙江省安吉县和临安市的先进经验进行分析和总结,随后分析和描述了德清县建设美丽乡村的历程和建设现状,并从多个方面深入分析其中存在的问题。目前德清县建成市级美丽乡村69个,县级和美家园精品村96个、特色村1个,建设覆盖率为81.5%,累计投入建设资金8.12亿元,在建设力度上针对中心村比较大,其他保留居住点兼顾不够；建设存在雷同现象,特色不够鲜明,亮点不够突出；建设点之间存在景观“断层”,影响了整体效果；调动农民积极性以及突破土地、户口等政策限制方面缺乏有效手段等。本研究在总结其他地区的先进建设经验的基础上,结合德清县的建设现状和具体情况和特点,针对其中存在的问题,提出了切实可行的政策建议注重精品村品牌特色建设、加强示范带建设、开展农村生活污水治理、全面推行城乡保洁一体化及其长效机制和深入探索建设成果转化机制。更多还原

【Abstract】 After the reform and opening up, with the progress of industrialization and urbanization in China, a large number of rural labors moved to the urban. Therefore, the development in rural area has become slow or even stagnant for a long time; the gap in incomes and public services between urban and rural residents is increasing. The construction of "Beautiful Countryside" not only improves the environment and public services in the rural area, and peasant social position, but also increases the peasants’income and agricultural development, which will accelerate to narrow the wealth gap between rural and urban areas and increase peasants’ satisfaction and well-being.The purpose of this study is to analyze problems existed in the construction of beautiful countryside and propose appropriate policy advices based on the analysis of experiences in the construction of beautiful countryside in advanced areas, combined with the history and present status in the construction of beautiful countryside in Deqing County, which will guide the construction of beautiful countryside in Deqing County not limited in improving rural environmental sanitation, rural infrastructure and building single boutique villages with beautiful and harmonious home, but extended to deepen constructional connotation, i.e. transition from construction of the village to management of the village, from building settlements to backyard garden of the city. The construction achievements will promote the level of public services in unban and rural areas, and balance urban and rural development.To achieve the above purposes, this study uses the case analysis method to analyze and summarize the advanced experience in the construction of beautiful countryside in Anji County and Lin’an City, Zhejiang Province of China. Then, the author analyzes and describes the history and present status in the construction of beautiful countryside in Deqing County and further analyzes the existing problems from various aspects. At present, Deqing County has finished the construction of69Municipal level’s beautiful villages,96County-level’s beautiful villages and a unique village with a total investment of812millions Chinese Yuan, which accounts for81.5%of whole villages in the County. However, there are still some problems in the construction, such as:the construction is mainly concentrated in core villages and is ignored in natural villages; the construction is similar with ambiguous characters and few highlights; the landscape of constructed villages is not consecutive; there is a lack of effective ways to stimulate peasants’initiative and to break through policy constraints of land utilization and hukou.On the basis of summarizing advanced construction experience in other regions, combined with the status and specific circumstances and characteristics in the construction of "Beautiful Countryside" in Deqing County, aiming at the existing problem, practical policy advices are proposed:promoting the boutique village construction, strengthening the construction of the demonstration belt, carrying out sewage treatment, establishing a long-acting mechanism for integrating cleaning of urban and rural areas and exploring the transformation mechanism for the achievements in the construction of beautiful countryside.更多还原
