【摘要】 在新闻报道的诸多不同领域中,自然灾害的报道有其独有的特性,因自然灾害有突然发生性、心理震撼性、影响负面性、社会影响性等特点,一直以来始终受到各新闻媒体广泛的关注和报道。自然灾害在我国的发生频率高、影响范围广、造成损害大,因此如何做好自然灾害尤其是重大自然灾害的新闻报道工作,对于构建和谐稳定的社会环境,维护国家长治久安是有十分重要的意义的。我国的重大自然灾害新闻报道经过曲折的发展历程已经逐步走向成熟,但仍’存在着媒体基本权利受制约、媒体缺乏人文关怀与科学精神等缺陷。这些缺陷对于我国自然灾害报道工作的不断完善无疑是一种冲击。重大自然灾害新闻报道作为一项重要的人类活动,对重大自然灾害的应对、管理起着不可忽视的作用。从一般意义上讲新闻报道在预防、控制和处理重大自然灾害中起着普及防灾救灾知识、调动公众救灾、揭露灾害真相、协调沟通各种社会力量的作用。重大自然灾害的发生会对人类社会造成不同程度的冲击,但是带来冲击的同时也可能带来转机。从某种程度上讲,转机或冲击取决于新闻报道的好与否,而新闻报道的好与否又取决于在重大自然灾害的报道过程中是否讲求报道对策和遵循报道原则。本文阐述了重大自然灾害报道的原则,梳理了当今我国重大自然灾害报道工作中所面临的现实困境,包括媒体权利的受制与媒体自身存在的一些问题,并针对这些问题提出了在新世纪背景下应对的对策建议。所提对策贯穿重大自然灾害的全过程,从灾害预警期到爆发期再到缓解期,针对灾害每个阶段不同的特点都相应地提出了应对措施与解决之道。更多还原

【Abstract】 In many different areas of news coverage, the coverage of natural disasters has its unique characteristics. Natural disasters mostly occurreds suddenly with psychological shock, negative impact, social impact and other characteristics. Thus they has always been concerned and reported extensively by news media. Our country is a country prone to natural disasters, so the news coverage of natural disasters, especially for severe natural disasters are vital important to social stability and development of our nation.Our news coverage of severe natural disasters has gradually matured through a devious route of development. Nevertheless there are still defects for instance:the restriction of basic rights for media, the lack and absence of humanistic care and scientific spirit etc. These defects are undoubtedly an impact to the constantly improving of our reports of natural disasters.Severe natural disasters news report as an important human activity plays an essential role to cope with and manage severe natural disasters. News report, generally speaking, plays a role of promoting natural disaster prevention and relief knowledge, public disaster relief organization, exposure of disaster truth, coordination and communication with various social forces. Occurrence of severe natural disasters caused varying degrees of impact to human society, with simultaneous impact which may bring a turning point. To some extent, whether its an impact or opportunity depends on the quality of news report. And the quality of news report depends on whether or not they reported in the course of severe natural disasters report are particular to countermeasures and how the principles are followed.This paper describes the principles of natural disasters, carding the dilemma in the work of severe natural disasters report today, including the restriction of media rights and problems of media itself. And this paper puts forward suggestions to deal with these issues in the context of the new century background. Measures proposed run through the whole process of severe natural disasters, from the disaster early warning period to the breakout period, and then to the paracmasia. Directed towards every period, this paper give corresponding countermeasures and solution for each of the phases of disaster different characteristics.更多还原
