改善县级政府绩效评估的探索

【摘要】 加强政府绩效评估制度建设,对于推动社会主义政治体制的深化发展与高度完善具有重大的意义。构建一个富有效率且适合我国国情的政府绩效评估制度,不仅有利于公众开展对于政府的公共服务职能的有效监督,激发广大人民参政议政的积极性,让公共服务体系可以有效实现经济性、效率性、效果性等社会效益,而且有助于建立廉洁、高效的政府机制,发扬社会主义民主,推动社会主义民主政治体制的发展及完善。本文第一部分罗列了关于政府绩效评估的诸多相关理论。其中包括目标管理理论、绩效管理理论以及工作分析理论,为下文做好铺垫;第二部是有关地方县级政府绩效评估的案例定量分析,以河南省A县为例,利用数据表明县级政府绩效评估在实际当中的践行情况,从绩效评估的指标方面对于A县绩效评估工作做了分析;第三部分论述了我国县级政府绩效评估取得的成就,价值取向及评估标准逐渐完善、评估的结果促进县级政府行政能力的改善、县级政府根据自身情况调整评估指标、绩效评估的社会环境正在形成;第四部分详细分析了我国县级政府绩效评估存在的主要问题,对县级政府评估的主体单一、绩效评估的技术困难,评估的过程和结果不透明、忽视县级政府的公共服务职能、过分关注评估结果,公众参与度低等方面需要加以改进;第五部分,笔者结合自身所学,从实际出发,提出了几点建议对策,根据自身发展状况来调整评估指标、鼓励“第三方”专业评估机构制订评估方案、建立现代信息系统,提高使用电子资源的效率、构建我国的绩效文化、健全法制,使绩效评估制度化、规范化和法制化,以期为我国县级政府绩效评估工作的有效开展,起到真正的助推作用。
【Abstract】 Government performance evaluation can promote further perfect anddevelopment of socialist political system. Establish a highly effective and suitablegovernment performance evaluation system for the situation of our country, will bevery beneficial to the public for the government’s public service function of theeffective supervision, let the public service system can be achieved very good economy,efficiency and effect of social benefit, stimulated the enthusiasm of the broad masses ofthe people participate in, help to establish a clean and efficient government mechanism,and then very good promote socialist democracy, promote the improvement of thesocialist democratic political system and development, realize the great progress of thesociety.This paper has discussed the theory about government performance evaluation:target management theory, theory of performance management, job analysis theory,fair theory, cost-benefit and so on the basis of theory, principal-agent theory, from thebasic elements of evaluation system of performance evaluation, performanceevaluation of the basic procedures, characteristics of county government performanceevaluation system is expounded from the aspects such as development present situation,then quantitative analysis, the county government performance evaluation caseanalysis-in a county as an example, using the data show that the county governmentperformance evaluation in actual practice, and then discusses the main problems ofChina’s county government performance evaluation: the main body of a single, indexto evaluate the government at the county level and disorderly, performance evaluationof technical difficulties, process and results of evaluation is not transparent, ignore thepublic service function of the government at the county level, managers focus too muchon evaluation results, the government at the county level quality is not high, low publicparticipation and so on aspects need to be improved, and finally combined with theirown learning, from set out actually, put forward some Suggestions on countermeasures:according to their own development to adjust the evaluation index, encourage the "third party" professional appraisal institutions formulate assessment program, toestablish modern information system, improve the efficiency of the use of electronicresources, to build performance culture, improve the legal system in China, make theperformance evaluation of institutionalization, standardization and legalization, to helpfor the county government performance evaluation work in China.
