【摘要】 “社会信用体系”这一概念在我国被正式提出至今,不过13年,相比发达国家社会信用体系的建设,我国社会信用体系建设无论从时间、完善程度、建设成效等方面都还存在很大差距。社会信用体系建设的问题如此重要,围绕其进行的社会信用体系建设成效评价更是不可或缺,但现今罕有能够评价社会信用体系建设成效的研究,现存的研究大多局限于单独对政府、企业、个人或是社会团体的信用评价指标体系研究,抑或是对社会信用水平进行评价；且在以往的研究中,鲜有对社会信用建设与社会信用水平二者关系进行研究。因此本选题顺应党和国家提出的发展要求,拟构建一整套社会信用体系建设成效的评价指标体系,包括社会信用体系建设的指标及社会信用水平的评价指标,并通过实证分析,探讨二者的关系。研究运用了多种研究方法进行指标体系的构建,运用访谈法、因子分析法,鉴别力法对指标体系进行筛选。运用主成分分析方法对指标进行权重赋值,并对北京、上海、杭州、哈尔滨、长沙、成都、福州、青岛、郑州、银川10个城市的信用水平进行综合评分；运用相关回归对二者关系进行分析；运用聚类分析的方法对样本城市进行分类并综合分析各类的特征,再通过实际的数据分析社会信用建设与社会信用水平的关系,以期达到两个目的：一,构建一套科学系统的社会信用体系建设成效的评价指标体系,为社会信用体系建设成效的评价提供测评的工具。二,根据评价的结果及指标体系的构建过程,反映社会信用体系的建设的薄弱环节,判断出政府、企业、个人各个主体如何继续完善社会信用体系建设,以进一步推进我国社会信用体系的全面建设。本研究最大的创新之处在于,摒弃了以往研究中单纯评价社会信用水平的结果指标,创新地运用最新的“绩效评价”理论和实践的新变化进行研究,即结果指标的导向向过程指标和结果指标结合的方向发展的重要变化,形成了社会信用体系建设的指标和结果指标相结合的两套综合指标来评价社会信用体系的建设成效。这样的综合评估不仅符合当今绩效管理理论发展的大趋势,更重要的是,它可以为社会信用体系的建设过程提供导向,信用水平的评估指标可以充分应用于具体实践当中去,对一个城市或地区的信用水平做出评估。更多还原

【Abstract】 It’s only13years since China first put forward the concept "social credit system". Compared to the construction of social credit system in developed countries, there is still a big gap.Social credit system is so important, but study of the construction of social credit system today rarely able to evaluate the effectiveness. The existing research is mostly limited to research individual, governments and business field and the relationship between social credit construction and social credit level has been rarely discussed. Therefore this research intends to build a set of evaluation index system of social credit system construction effect, including the construction indicators of process of social credit system and evaluation standards of social credit and discuss the the relationship between this two. The research uses methods of interviews, factor analysis and method of principal component analysis to assign weights index. We choose10cities across China, including Beijing, Shanghai, Hangzhou, Harbin, Changsha, Chengdu, Fuzhou, Qingdao, Zhengzhou and Yinchuan to collect data. We use correlation and regression analysis to conduct on the relationship between social credit construction and social credit level; using cluster analysis method to classify the sample cities thus analyze the characteristics of various types comprehensively; analyze the relationship between social construction and social credit level through the actual data. In this study, I intend to achieve two objectives: first, to build a scientific system to evaluate the construction effect of social credit system, providing assessment tools for evaluating the effectiveness of social credit system construction. Second, based on the results I intend to reflect weaknesses in the construction of social credit system to further promote the comprehensive construction of social credit system.The biggest innovation of this research lies in giving up the simple social credit level evaluation in the previous study results of innovation index, using the new "performance evaluation" theory and practice of new change research. Comprehensive evaluation of this is not only in conformity with the trend for the development of the theory of performance management, more importantly, it can provide guidance to the construction of social credit system, and can be fully applied in practice to credit level evaluation index, to evaluate the credit level of a city or region.更多还原
