智能电网环境下电网企业经营模式研究

【摘要】 随着新能源、大规模储能、信息网络和智能控制技术的快速发展,世界电网已经进入以智能电网为典型特征的发展阶段。在对电力生产、配置、利用方式产生深刻变革的同时,智能电网给电网企业经营带来全方位的挑战,对经营理念、业务模式、管理机制、服务方式等都提出了新的要求。传统的电网经营模式已经难以适应智能电网蓬勃发展的新形势。研究建立适应智能电网环境的电网企业经营模式,对于电网企业提高发展质量、改进管理方式、提升服务品质具有重要意义。本文在全面分析国内外智能电网发展现状、技术特点及差异的基础上,研判了智能电网发展发展趋势与典型特征,重点对分布式电源对电网的影响进行了分析。重新审视了智能电网环境下电网的定位与作用,创新提出了能源电力输送平台、资源优化配置平台、社会公共服务平台的功能定位,从发、输、变、配、用、调度等六个关键环节全面分析电网业务模式的发展变化,从各个专业分别提出了调整业务模式的建议。本文立足于国家、社会、企业综合效益最大化,研究构建了智能电网环境下电网企业运营模式综合效益评价指标体系,依据环境效益、用户效益、电网效益和其他效益等构建了较为完整的评价指标体系,并应用层次分析方法确定了各指标的权重,构建了综合效益评价模型,对某地区电网企业推动智能电网发展所产生的效益进行了实证分析,得出发展智能电网对电网企业具有长远效益,对国家、社会、环境、用户具有显著的综合效益。基于运营模式分析和综合效益评价,应用管理变革和四维模式工具,提出电网企业应创新管理机制,压缩管理层级,强化资源管控,提升集约化、扁平化、专业化水平;应创新传统服务模式,拓展新兴服务领域,发展智能业务用电,充分发挥智能电网作为社会综合服务平台的作用。本文的研究对于智能电网环境下电网企业调整运营模式及服务方式具有积极的参考意义。
【Abstract】 Smart grid development has become an inevitable trend in the world of network development. Smart grid to create enormous benefits for energy and social, but also to the power grid to bring new business challenges and operational requirements. The traditional grid business philosophy, business model, management and control system, the service measures must be adjusted and changed to meet the development requirements of the smart grid.In this paper, after analyzing the current situation at home and abroad, the development of smart grid technology characteristics and differences, analysis of the development trend of smart grid and typical characteristics, the focus is on the analysis of influence of distributed power supply to the power grid. To re-examine the role of the positioning grid and smart grid environment, puts forward the function orientation of power transmission platform, resources optimization configuration platform, public service platform, development and changes of the six key links from the hair, transmission, distribution, scheduling, variable, with comprehensive analysis grid servicemode, are proposed. The adjustment of business mode from variousprofessional advice. This paper is based on the country, society, enterprise comprehensivebenefit maximization, study on the construction of the comprehensive benefit of the operation mode of power grid enterprise evaluation index system of smart grid environment, according to the environmental benefits, customer benefits, grid benefits and other benefits to construct the comparatively complete evaluation index system, and applied to determine the weight of each indicator hierarchy analysis method, constructs the model of comprehensive benefit evaluation of power grid enterprise, produced an area to promote the development of smart grid benefits for the empirical analysis, the development of smart grid has long-term benefits for power grid enterprise, it has benefits to the country, society, environment, user. Evaluation of operation mode analysis and comprehensive benefits based on the application of change management, and four-dimensional modeltool, the power grid enterprises should innovate management mechanism,to reduce the level of management, strengthen resource management, enhance the intensive, flat, professional level; should the traditional service model innovation, to develop new services, the development of intelligent business electricity, give full play to smart grid as a social comprehensive service platform role. This study has positive referencesignificance to adjust the operation mode and service mode of electric power enterprises under the smart grid environment.
