【摘要】 农业是国民经济的基础,农业的快速发展离不开金融支持。但在现阶段,农业相关的信贷抵押物缺失或集体土地及房屋不能抵押登记造成无法满足银行对抵押品要求,同时,由于农业贷款风险高、信息不对称、成本高、收益低等原因,导致商业银行不愿意发放涉农贷款,致使农户贷款难问题已经成为制约农村经济发展的瓶颈,而农业供应链金融这一创新农业服务产品却能有效缓解农户融资难问题,为农村信贷提供了一个新的思路。供应链金融产品与其他产品最大的区别就是跳出了对农户的单独考察,而是基于农业供应链整体的角度来考察,从而确定是否发放贷款。本文首先从概念上分析了农业供应链金融的含义及其优势,同时也对农业供应链金融形成机制做出解释,而后对农业供应链金融的相关理论加以阐述,尤其是自偿性贸易理论的封闭贷款降低了银行的风险。其次介绍了农业供应链金融的发展现状,分别从龙江银行、农业银行和人民银行指导涉农金融机构三个方面予以介绍,从他们取得的成绩上可以看出农业供应链金融是值得推广的,接着对农业供应链金融形成机制的前提条件、形成动因以及形成环境加以介绍。然后运用博弈模型对银行和农户在传统模式和供应链模式下的得益进行分析,结果表明在有条件的约束下银行和农户可以达到最优策略组合,博弈的运用主要是为了对农业供应链金融主体的动因进行分析,找出其中存在的问题。最后针对农业供应链金融形成机制存在的以下问题：农业产业化发展水平低、农业风险保障机制缺位、核心企业和农户的利益分配不合理、农户违约惩罚力度不够、农村信用体系不健全、政府支持力度不够,总结出完善农业供应链金融形成机制的对策建议,即提升农业产业化发展水平、完善农业供应链金融内部主体建设、加强参与主体的利益保障、优化农业供应链金融的外部环境。本文通过实证分析、规范分析和博弈分析的方法研究了农业供应链金融形成机制中存在的问题,并最终提出其完善的对策建议,使其具有很强的复制性,可以在全国范围内大力的推广,从而满足现代农业产业化对资金的迫切需求,加快农业经济的健康快速发展。更多还原

【Abstract】 Agriculture is the foundation of the national economy, the development of agriculture cannot leave the financial support. Agricultural supply chain finance that the innovation of agricultural service products can effectively relieve farmers financing difficult problem, providing a new thought for the rural credit. The biggest difference between the supply chain financial products and other products is out of the separate investigation of farmers, but based on the perspective of agricultural supply chain as a whole to determine whether lending.This article first from the concept analysis of the meaning of agricultural supply chain finance and its advantages, but also to the agricultural supply chain financial mechanism to explain, Then expatiates on the relevant theories of supply chain finance to agriculture, especially from the self-liquidating trade theory to reduce the risk of bank loans. Secondly introduces the current situation of the development of agricultural supply chain finance, Respectively from longjiang bank, agricultural bank, and guide the agricultural financial institutions of the central bank of three aspects to introduce, we can be seen from their achievements of popularizing agricultural supply chain finance is worth, and then to introduce the agricultural supply chain financial premise condition, the forming reason of forming mechanism and forming environment. Then use game model for Banks and farmers in the traditional mode and the mode of supply chain profit is analyzed, results show that under the constraint of conditional bank and farmers can achieve optimal strategy combination, the use of the game is mainly to analyze the financial main body of agricultural supply chain, find out the problems. Finally based on formation mechanism of agricultural supply chain finance exist the following problems:low level of agricultural industrialization and agricultural risk guarantee mechanism absence, the core enterprise and farmers interests allocation is not reasonable, farmers default penalties, the rural credit system is not sound enough, insufficient support from the government, summed up the countermeasure suggestions to perfect the formation mechanism of agricultural supply chain finance, enhance the level of agricultural industrialization development, improve the agricultural supply chain within finance main body construction, strengthen the participation main body the interests of the guarantee, the external environment optimization of agricultural supply chain finance.In this article, through the empirical analysis and normative analysis and game analysis method to study the forming mechanism of agricultural supply chain finance, and finally puts forward the countermeasures and Suggestions, make it have strong replication, can vigorously promoted throughout the country, to meet the urgent demand of modern agriculture industrialization of funds, accelerate the healthy and rapid development of agricultural economy.更多还原
