【摘要】 自上世纪九十年代以来，随着我国市场经济的发展，农业与农村经济结构发生了深刻变化，我国农业一家一户的家庭生产经营模式已经不再适应市场经济的迅猛发展，在这种背景下，家庭联产承包责任制显现很多的局限性，在我国市场经济改革的大环境下农民专业合作社产生了。农民专业合作社是传统农业向现代农业转变的必需品，是我国农村基本经营制度改革创新的目标，控制了农业和农村经济发展的全局。农民群众有了这种参与自愿、管理统一、自主分配的组织，做到最大限度的调动生产和劳动的积极性，对农业资源进行优化配置，不仅提高了农产品的质量和竞争力，还促进了农业朝着产业化、标准化、组织化的方向发展。《中华人民共和国农民专业合作社法》在2006年10月颁布实施，从那以后，我国的农民专业合作经济组织走上了法制化发展的轨道。聊城市是位于山东省西部的粮食、蔬菜等农产品的生产大市，借着改革的东风和国家对农业的支持力度逐年加大，聊城市委、市政府把农民专业合作社当成了农业发展扶持的重点对象，使得这一经济组织在农村中迅速发展起来。本课题把聊城市农民专业合作社定为研究对象。首先针对不同类型，制作了农民专业合作社基本情况调查问卷，通过不同形式，进行走访、调查，了解了聊城市农民专业合作社发展的基本情况、大体规模及区域特色，逐渐找出了聊城市农民专业合作社发展过程中存在的问题，聊城市农民专业合作社发展的规律和特点被总结出来。其次，在查找聊城市农民专业合作社的相关资料的过程中，找出前辈们对农民专业合作社研究的有关成果，这样，聊城市农民专业合作社发展方向就明确了。再次，通过学习农民专业合作社的各类优秀典型，在坚持科学发展观理念的基础上，学习国内外农民专业合作社先进的经验，有针对性、有实质性的采取有效的措施，把农民专业合作社发展过程中出现的各种现实和历史问题解决好，最后找出了下一步发展聊城市农民专业合作社的对策和建议。更多还原

【Abstract】 Since the1990s, with the development of market economy in our country, agriculture and ruraleconomic structure have changed profoundly, the single household production and management ofagriculture in our country is no longer adapt to the rapid development of market economy. Withthe limitation of the household contract responsibility system emerging gradually, farmers’professional cooperatives arise conforming to China’s market economic reform. Farmers’professional cooperatives represents the future direction of the basic rural operation systeminnovation, is the inevitable trend in the traditional agriculture to modern agriculture, affectdirectly the overall situation of agriculture and rural economy. Such organization with thecharacteristics of voluntary, self-management, independent distribution, can maximum arouse theenthusiasm of production, and allocate optimally agricultural resources, so as to improve thequality and competitiveness of the agricultural products, promote the agricultural developmenttowards industrialization, standardization and systematization. Since the farmers’ professionalcooperatives law of the People’s Republic of China issued and implemented in October2006,farmers’ professional cooperatives step on the orbit of legislation development.Liaocheng city is located in the west of shandong province abounding in the food, vegetablesand other agricultural production. Along with the reform and state support for agriculture,liaocheng municipal party committee and government take farmers’ professional cooperatives asthe support object of agricultural development, which resulted in a rapid development of theeconomic organizations in rural areas.This project sets the farmers’ professional cooperatives in liaocheng city for the research object.At first, the author makes different types of questionnaire for basic situation of farmers’professional cooperatives, interviews and surveys the development scale and situation, regionalcharacteristics of farmers’ professional cooperatives in liaocheng city, understands in detail theirdevelopment history, present situation and existing problems, and sums up their development lawand characteristics. Secondly, the author understands the related research achievements byresearching the related data, in order to find out the development direction of farmers’ professionalcooperatives in liaocheng city. At last, the author puts forward some further developmentsuggestions and countermeasures of farmers’ professional cooperatives in liaocheng city that takepertinence, concrete measures to solve to history and realistic problems, by insisting on theconcept of Scientific Outlook on Development, being combined with various of typical case offarmers’ professional cooperatives, referring to advanced experience both at home and abroad.更多还原
