【摘要】 中小企业作为我国国民经济发展的支柱力量之一，在湖南省的经济社会发展中，发挥着举足轻重的作用，是湖南省外向型经济发展的生力军。2011年，在湖南省外贸企业中，中小型企业占比超过90%以上，成为湖南省出口创汇的一支重要力量。与此同时，巨大的盈利压力促使各家商业银行纷纷争夺中小企业优质客户，寻求新的利润增长点以提升自身在行业领域内的竞争力。中国银行湖南省分行深入贯彻省委政策号召，积极扶持中小企业外向型经济发展，通过政策创新、机制创新和寻求政府政策支持，改进中小企业金融服务中存在的缺陷和不足，提升整体服务水平。一方面中小企业外向型经济发展存在较大的融资需求，另一方面银行基于各类风险因素考量的背景，中国银行如何发挥自身在国际业务领域具备的比较优势，扩大对湖南省外向型中小企业经济发展的金融支持力度，不仅能够解决中小企业的融资困境，提升整体竞争力，而且对银行自身战略性成长也具有重要的意义。本文依据中小企业外向型经济发展相关理论和商业银行对中小企业金融支持相关理论为理论基础，采取逐层深入的研究方法，通过分析湖南省中小企业发展现状，外向型经济发展现状及融资现状，剖析中小企业面临的融资困境，并探讨其中的影响因素，分别从中小企业自身、金融机构和社会环境等三个角度展开。分析结果表明：在当前时期湖南省中小企业外向型经济发展面临的首要问题是融资困境，企业对外发展存在较大的融资需求。案例研究中，通过阐述中国银行在外向型经济发展方面的存在比较优势和湖南中行已取得国际业务结算量，结合中国银行湖南省分行外向型中小企业信贷支持政策文件和已有的贸易融资数据，运用数据分析方法和比较分析方法，具体剖析中国银行湖南省分行对中小企业外向型经济发展实施的金融支持策略、信贷融资模式及当前的融资规模，分析目前湖南中行在支持中小企业外向型经济发展中存在的问题，并探讨问题产生的影响因素，分别从外部宏观经济环境和银行内部进行归纳。针对影响因素，文章最后从银行体系完善、金融服务创新和地方政府金融支持角度，提出了完善中国银行湖南分行对中小企业发展外向型经济提供金融支持的建议措施。更多还原

【Abstract】 Currently, small and middle enterprise(SME) has become one of the most activestrength in the national economy. In Hunan province economical and socialdevelopment, SME plays a pivotal role,becoming the new force in the export-orientedeconomic development of Hunan province. At the same time, the huge profit pressurestimulates these banks to explore high-quality customer of SME,to seek new profitgrowth point.Bank of China Hunan implements the provincial policy, activelysupporting the development of SME in export-oriented economy, aimed to refine andimprove financial services for SME. As the province’s trade service unit, Bank ofChina Hunan thoroughly implement the Provincial Policy to actively support thedevelopment of SMEs in export-oriented economy, through institutional innovation,service innovation, and to seek support from government policies to improve financialservices of defects and deficiencies for SMEs, improving the overall service level. Onthe one hand,the export-oriented SMEs in the economic development are existing alarge financing needs, on the other hand, in the background of the following types ofrisk considerations,the Bank of China enlarged the financial support for thedevelopment of export-oriented SMEs economy in Hunan on its comparativeadvantage, which has important significance for SME and the banks`developmentand growth.This article research attempts from the review of export-oriented SMEs`economic development theory and the financial support theory to SME of commercialbanks.Through the analysis of current development of the Hunan SMEs, the status ofexport-oriented economic development, and financing support situation, defining thefinancing difficulties and constraints the SMEs faced with,expanding from threeangles,including the SMEs,financial institutions and social environment. Thenintroducing the Bank of China comparative advantage in supporting theexport-oriented SME and the international settlement business volume it has made inHunan Branch,combined with the SME credit support policy documents and existingdata on finance of the SEM in Bank of China Hunan,analysis the financial strategiesand credit finance mode for the SME to explore export-oriented business in the Bankof China Hunan, the financial implementation for the current economic,the scale ofthe financial support for the SEM business.This part mainly uses data analysis and comparative analysis methods.On this base,I describe the problems faced with Bankof China Hunan in export-oriented business,furthermore I explore the internal andexternal constraints from Bank of China Hunan in providing financial support forSME.Finally, aiming at these constraint factors,the last part spreads over the bankingsystem, the financial product innovation and local government financial support,putting forward to complete SME financial service in the Bank of China Hunan andexpanding support for export-oriented economy.更多还原
