【摘要】 体育单招制度是经原国家教委和体委1985年批准由部分高校对运动训练、民族传统体育专业实行单招考试招生的一种特殊高考方式,旨在招收在役或退役优秀运动员。文化考试由体育总局统一组织命题,体育专项考试则由各单招院校自行组织,解决了我国优秀运动员进入大学学习困难的难题。笔者从利益相关者的角度出发,分析了我国体育单招制度存在的利益相关者,并对他们的相互博弈进行了阐述,从而分析得出我国现行体育单招存在的问题。通过上述分析,试图提出体育单招在以后发展中改革的方案措施。全文共有五个部分构成：第一部分对近代中国高校招生制度进行了概述,并对体育单招制度形成的背景、重要作用以及它的创办阶段、发展阶段、规模扩大阶段等不同的发展阶段进行了阐述与梳理,理清了体育单招制度在我国发展的脉络。第二部分在利益相关者理论的基础上,对我国的体育单招制度中存在的决策者(教育部、国家体育总局)、决策参与者(省教育厅、高校招生委员会)、单招院校、考生等四个利益相关者进行了界定,并阐述了他们各自的利益诉求。最后通过招生计划与录取指标、考生报名条件、单招院校的准入资格与准出机制等三个方面分析了体育单招制度中不同利益相关者之间的博弈。第三部分通过走访体育单招相关专家,总结出我国现行的体育单招制度存在着解决退役运动员上大学的创办初衷并未完全实现、考生报名运动等级资格造假和审查的困难、单招院校缺乏退出机制,不利于单招制度的良性发展、录取过程中存在不公平现象等问题,并结合体育单招制度中的各利益相关者对这些问题进行了分析。第四部分在分析总结上述研究的基础上,对体育单招的发展改革提出以下建议：确保公平原则,优化录取方式,切实维护考生利益；建立利益相关者定期沟通机制,及时表达相关者利益诉求；加强对单招院校的监督；加强院校建设等四个方面。第五部分是本论文的结论、建议与不足,对论文的研究成果进行了概括并提出了论文研究存在的不足。更多还原

【Abstract】 The sports separate admissions system is approved by the ministry of Education and The General Administration of Sport of China. As a kind of special college entrance examinations, to enter the exam must reach the second class of the sport level. The text is hold annually in May.The culture exam is hold by the General Administration of Sport of China and sports test is organized by each single for colleges and universities.This paper studies from the perspective of stakeholders, in points elaborated our country current sports single recruit based on existing problems, this paper analyzes the system in between stakeholders, trying to find out the sports single recruit in the future developing reform plan measures. There are five components:For the first part, the modern Chinese college enrollment system is reviewed, and the background of the sports single recruit system is formed. And then the different stages of the system are introduced.The second part, on the basis of the stakeholder theory, there are four stakeholders in the system, the decision makers (ministry of education, the state general administration of sport), decision participants (province department of education, college admissions committee), the colleges and universities. Then the author defined and described their interests and needs.The third part, the author visited the experts of the system, and analyses the problems of the system, such as the foundation of the original intention was not realized, the sports level qualification examination fraud and difficulties, the colleges and universities lack of withdrawal mechanism, adverse and single recruit system benign development, admissions process in existence of unfair phenomena.The fourth part, based on the analysis of the research, the reform of the system is following:To ensure the principle of fairness, optimize the accepted way, safeguarding the interests of students; Establish stakeholders regular communication mechanism, timely express its stakeholders appeal; For strengthen the supervision of the single recruit colleges; Colleges and universities should strengthen self-construction and so on.The fifth part is the conclusion and the suggestions of this paper and then put forward the research deficiency.更多还原
