【摘要】 土地资源当前面临的主要压力有两个：第一、日益增长的建设用地的需求和保护18亿亩耕地红线之间的矛盾逐渐激化。由于城市经济的发展，建设用地的需求量大大增加，从而导致城市周边大量优质的耕地被占用，18亩耕地红线岌岌可危；第二、大量土地利用粗放、浪费现象严重。土地节约集约利用已经上升为国家土地资源管理的战略问题，它是于缓解人地矛盾、保护耕地、保证粮食安全的重要手段和有效途径。在此背景下，研究土地节约集约利用显得尤为重要。本文选取城乡并重发展的国家级新区—西咸新区为例，基于西咸新区2010-2020年总体规划对土地利用进行节约集约评价。首先采用比较研究方法,考察分析国外土地节约集约研究现状,并结合国内研究现状,归纳出我国未来土地研究的方向。其次采用文献研究的方法,梳理了与土地节约集约利用相关的理论,为后续的研究奠定理论根基。然后对西咸新区的概况进行详细的阐述和分析，并根据西咸新区的实际情况和数据的收集情况选取多因素综合评价法作为评价方法。对农用地和建设用地分别构建指标体系、确定权重和理想值，并对计算结果进行分析，最终得出结论：基于西咸新区总体规划的土地利用是节约集约的，《西咸新区总体规划2010-2020年》的编制是遵循节约集约理念的。并在此基础上，提出具有针对性的措施建议。更多还原

【Abstract】 There are two main pressure that the current land resources faced:First, the contradictionbetween increasing demand of construction land and the protection of the the red line of1.8billion mu of arable land gets gradually intensified.As the urban economy development, thedemand of construction land has increased greatly, which leads to a large number of highquality cultivated land occupied city surrounding, the red line is dangerous;Second, a largenumber of land was used extensive and serious waste of water.Economical and intensiveutilization of land has increased to the strategy of the country’s land resources management,and it is an important means and effective way to ensure food security and to relievecontradiction of population and land. In this context, it is particularly important to study theeconomical and intensive utilization of land.This article selects the xixian new city as an example, and evaluate economical andintensive land use based on its2010to2020overall planning.Firstly,using the method ofcomparative study, analysis of foreign land economical and intensive research presentsituation, and combine the domestic current situation of the study, summed up the land in ourcountry in the future research direction.Secondly,with the method of literature research,combing the related theory to lay the theoretical foundation for follow-up study.Andthen,with its detailed elaboration and analysis, and the data from colleting,this paper collectsthe multi-factor comprehensive evaluation method as the evaluation method.build indexsystem respectively On agricultural land and construction land,and the ideal value,determining the weight and the calculation results were analyzed, and finally draw theconclusion: its land use is economical and intensive based on the master plan of xixian newcity, the master plan in2010-2020is done in compliance with the concept of economical andintensive.
