【摘要】 我国《监狱法》规定监狱人民警察是监狱执行刑罚的直接主体，监狱人民警察肩负着依法管理监狱、惩罚和改造罪犯、维护社会稳定的职责，是监狱事业发展的保证。监狱各项工作的顺利开展都离不开一支强有力的队伍为保障。因此，塑造一只政治素质过硬、专业性强、心理状态健康的监狱警察队伍是监狱工作的首要任务，自《2003年至2005年首个监狱劳教人民警察队伍建设发展三年纲要》出台以后，各监狱单位都在重视监狱民警队伍建设，短短的十年中，我国监狱人民警察队伍的整体素质提高了很多，取得了一些可喜的成绩。但是目前，我国监狱人民警察队伍在建设中还存在许多问题，主要表现为执法理念的偏差、职业道德建设的缓慢；队伍专业化建设认识不足、民警分工较为混乱、知识结构不甚合理、缺乏长效的专业性培训机制等；心理问题日益严重，出现了职业倦怠、职业压力、角色固着、主观幸福感低等症状；民警队伍缺乏完整的权益保障体系等四大问题。通过加强民警队伍政治素质教育、推动民警队伍专业化建设、引进“监狱警察帮助计划”、构建系统全面的权益保障体系等重要措施，能够为监狱民警队伍建设提供有力保障。更多还原

【Abstract】 According to the “Prison Law of the People’s Republic of China”, the people’s police of a prisonserves as the direct subject during the execution of criminal punishments. The people’s police of aprison are responsible for the prison administration, punishments and reform of prisoners, andsustaining social stability, so they guarantee the development of prison course. A strong prisonpolicemen team safeguards the smooth conduction of various prison works; therefore, constructing aprison policemen team with excellent political quality, professional skills and healthy mentality is thetop priority in the orderly and efficient prison works. After the implementation of the first three-yearguideline on construction and development of the people’s police in prison labor education from2003to2005, every prison pays attention to the team construction of prison policemen. In the past decade,the overall quality of the prison policemen team has been greatly improved and some delightfulresults have been achieved.But now, there are many problems in their team construction, such as: politically, they are lack ofproper philosophy of enforcement with the slow construction of ethics; in specialization, they are lackof knowledge with the confused division of labor, irrational structure of knowledge and without themechanism of long-term professional trainings; besides, they get the increasingly seriouspsychological problems which lead to the burnout, occupational stress, the fixation of role, low senseof happiness,etc.; they are also lack of a complete system of the rights protection. Taking thesequestions as the breakthroughs, strengthen the political quality education, promote the construction ofspecialization, introduce the PPEAP (Prison Police Employee Assistant Programs),construct asystemic psychological quality and rights protection, all of which bring the guarantee to the teamconstruction of the prison police.更多还原
