【摘要】 随着国内外环境变化和中国经济社会不断发展，建立和完善公共部门新闻发言人制度已经成为适应复杂多变的国际环境和深化改革、扩大开放、加快发展等新形势的需要；同时，建立和完善公共部门新闻发言人制度也是进一步提高公共部门信息发布的及时性、准确性和权威性，加强信息公开力度，推动公共部门与社会公众的沟通，尊重和实现公众知情权的需要。但是，由于受到历史和体制环境等因素制约，目前中国公共部门新闻发言人制度现状上在法律环境保障、新闻发布体制、新闻发言人专业素质、公共部门与媒体的管理沟通机制以及危机管理等方面还存在着不完善的地方，迫切需要进一步加强中国公共部门新闻发言人制度的理论思考和实践研究。因此，本文通过对于公共部门新闻发言人制度的内涵意义、理论基础、历史沿革、国际经验、制度构成、现状问题以及对策建议进行了全面阐述：在公共部门新闻发言人制度构成上，本文就新闻发布会的准备与程序、新闻发言人的形象、素养和技巧进行了深入解释；在分析公共部门新闻发言人制度现状存在的问题上，从法律制度、发布体制、监控机制和专业化素质等方面进行了分析；在完善公共部门新闻发言人制度的对策建议上，特别针对新闻发言人从“官职本位”到“专业本位”的过渡转换、新闻发言人与媒体之间的沟通机制、突发性危机事件沟通应对能力以及应对网络新媒体发展的能力等方面进行了深入调研、分析和思考，并提出了有针对性具有创新性的建议，对于中国公共部门新闻发言人制度进一步发展具有借鉴和启示作用。更多还原

【Abstract】 With the continuous development of the domestic and international environmentchange and the Chinese economy and society, the establishment and improvement ofPublic Department spokesman system has become to adapt to the complex andvolatile international environment and the deepening reform, expanding opening up,accelerate the development of the new situation and so on; at the same time, theestablishment and improvement of Public Department spokesman system is furtherimproving public sector information timeliness, accuracy and the authority, strengtheninformation disclosure efforts, promote public departments and the publiccommunication, respect and realize the public’s right to know need.However, due to historical and institutional environment constraints and otherfactors, the present situation of China’s public sector on the news spokesman systemin the law of environment protection, press releases, press spokesman system ofprofessional quality, public and media management communication mechanism andcrisis management aspects there are imperfections, there is an urgent need to furtherstrengthen the theoretical thinking and the practice of Chinese public sector newsspokesman system.Therefore, through the public sector news spokesman system connotation,theoretical basis, historical evolution, international experience, system structure, thecurrent problems and countermeasures are expounded: in the public sector, the newsspokesperson system constitution, this paper analyzes the explanation of preparationand program, press spokesman’s image, quality and skills; through the analysis of thepresent situation of news spokesman system in public sector problems, has carried onthe analysis from the aspects of the legal system, release system, monitoring systemand professional qualities; the countermeasures and suggestions to improve publicsector news spokesman system, especially for the spokesman from the "officialstandard" to "professional standard" transition, spokesman and media communicationmechanism, emergency response capacity to deal with network communication andnew media development ability and other aspects of the in-depth research, analysisand thinking, and puts forward some innovative suggestions for the public sector,China news spokesman system further development has the reference and enlightenment.更多还原
