地方政府部门正副职领导和谐关系问题研究

【摘要】 正副职领导和谐关系主要是指正职领导与副职领导之间世界观、人生观、价值观基本一致,工作上团结协作、密切配合,情感上沟通良好、相处融洽,彼此组成一个和谐的领导班子。然而近年来,我国地方政府部门出现了少数正副职领导之间互殴、互残乃至雇凶杀人等不光彩的事件。这些事件的发生不仅影响地方政府部门领导班子的团结协作与办事效率,而且直接损害地方政府的形象,不利于社会主义和谐社会的建设和中国特色社会主义事业的推进。如何构建地方政府部门正副职和谐关系,是社会主义和谐社会建设和干部队伍建设中面临的一个现实课题。因此,本人选此课题,进行了如下方面研究。一、阐述了构建地方政府部门正副职领导和谐关系的意义。认为构建地方政府部门正副职领导和谐关系是增强领导班子活力的内在需要,是塑造地方政府良好形象的必然选择,是构建社会主义和谐社会的迫切要求。二、理析了地方政府部门正副职领导关系的现状。一方面,概述了地方政府部门正副职领导关系和谐的主要表现:即相互尊重,民主协商,求同存异,团结协作等。另一方面,概述了地方政府部门正副职领导关系扭曲的主要表现:即争权夺利,无视民主,推责诿过,勾心斗角等。三、分析了影响地方政府部门正副职领导和谐关系的主要原因。认为干部工作体制机制不够健全,以致出现对民主集中制原则落实不佳、正职权力过度集中、副职分管制仍然存在弊端、行政权力监督不够得力等问题,是影响地方政府部门正副职领导和谐关系的客观原因。部分正职领导素养不够理想,部分副职领导修养不够到位等是影响地方政府部门正副职领导和谐关系的主观原因。四、探讨了增强地方政府部门正副职领导和谐关系的主要对策。建议完善民主集中制,改革副职分管制,健全干部监督和评价机制,以加强制度建设,健全正副职领导和谐相处的工作机制。强化干部职位意识、相互尊重意识等,营造正副职领导和谐的工作氛围。提升正职领导的领导艺术品位,加强副职领导的领导艺术修养,以构建正副职领导的和谐关系。

【Abstract】 Harmonious relationship between the members in chief positions and in deputypositions in local government refers to the basic same world view, life view, and valueview of the members in chief positions and in deputy positions, the close cooperationwhen working together, good emotional communication, getting along with each otherwell, and forming a harmonious leadership. In recent years, however, few events suchas the hand play, internecine and even murder-for-hire among the members in chiefpositions and in deputy positions happens in some local government. These incidentsnot only affect the unity, cooperation and efficiency of government leadership, but alsodirectly damage the image of local government, to the disadvantages of building of aharmonious socialist society and promoting the cause of socialism with China’scharacteristics. How to construct the harmonious members in chief positions and indeputy positions in local government is a realistic issue in the construction of socialistharmonious society and the building of the contingent of cadres. Therefore, those arethe reason to choose this subject to make the following research.First,the thesis elaborates the meaning of harmonious relations constructionbetween members in chief positions and in deputy positions in local government. Toincrease the vitality of the leading group, it is considered to be necessary to constructharmonious relationship between members in chief positions and in deputy positions inlocal government, and it is also inevitable to build a good government image, urgent toconstruct a harmonious socialist society.Second, it states the current relations between members in chief positions and indeputy positions in local government. On the one hand, it summarized harmoniousrelations between them: mutual respect, democratic consultation, seek common groundwhile reserving differences, solidarity and cooperation, etc. Meanwhile, it alsosummarizes distorting relations between members in chief positions and in deputypositions in local government: the fight for power and money, disregard fordemocracy, place blame on others, intrigue against each other etc.Third, it analyzes the main factors that affect relations between members in chiefpositions and in deputy positions in local government. That cadre system mechanism isnot perfect, resulting the poor implementation of principle of system of democraticcentralism,the excessive concentration of chief administrative members, the improperimplementation of controlling deputy administrative members, the occasional failure in the administrative supervision, all the above reasons are the objective factors affectingrelations between members in chief positions and in deputy positions in localgovernment. The unsatisfactory literacy of the chief leaders of is not ideal, and part ofdeputy leaders’ lack cultivation are the subjective reasons affecting harmoniousrelations between members in chief positions and in deputy positions in localgovernment.Fourth, it discusses the main countermeasures to enhance harmonious relationsbetween members in chief positions and in deputy positions in local government. Tostrengthen the system construction, perfect working mechanism to make members inchief positions and in deputy positions live in harmony, it suggests to perfect thedemocratic centralism, reform the deputy administration, and improve the cadresupervision and evaluation mechanism. To create a harmonious working atmosphere, itrecommends strengthening cadre position consciousness, and the awareness of mutualrespect. To build a harmonious relationship between members in chief positions and indeputy positions in local government, it advises to improve leadership quality of themembers in chief positions, and strengthen the leadership cultivation of the members indeputy positions.
