福州市河道慢行系统规划研究

【摘要】 城市的发展,势必会带来建筑用地与绿化用地不均衡的问题。往往城市建设用地在不断扩张,而城市绿地面积却面临着不断减少的危险。绿道的兴起与发展为城市绿地提供了一道保障壁垒,其所带来的生态效益、经济效益、社会效益使得绿道倍受欢迎。作为绿道重要组成部分,慢行系统的规划也越来越受到重视。福州市在推进绿道规划工作的同时,结合其城市水网密布的特征,特别注重河道慢行系统的研究。本文通过文献阅读了解了河道慢行系统规划理论基础,并把确定规划目标、归纳规划要素、分析影响因子、总结规划策略以及结合福州市河流案例论证作为主要的研究内容,进行分析、比较和联系,得出一定的研究成果,具体如下:(1)总结了国内外绿道系统规划和慢行系统规划研究,绿道对于城市整体环境质量改善起到举足轻重的作用。城市滨水开发兴起后,绿道又融入了慢行系统、滨河休闲、城市游憩、开放空间、地标性区域等社会功能,将河道慢行系统与绿道的关系阐述出来。河道在绿道规划中的生态意义与社会意义越来越被认可,大量的自然和文化资源集中在河道沿线景观空间中,河道慢行系统是城市绿网的重要组成部分。(2)学习相关的理论支持,进一步去完善河道慢行系统的理论研究,对河道慢行系统的概念、特点、分类、功能等论述清楚。(3)研究河道慢行系统的规划,主要从四个方面入手:规划目标、规划要素、影响因子、规划策略。其中规划要素又从慢行路网、慢行空间景观、慢行服务设施三方面共13点进行细致的介绍;影响因子主要从慢行者的活动特征、慢行系统环境、慢行系统构成主体以及城市条件四个方面来阐述他们对规划慢行系统所造成的影响。规划策略具有指导意义,引导慢行系统的规划方向。(4)案例分析。本论文的完成过程中,分别对白马河、安泰河、晋安河、光明港和闽江慢行系统进行调查、分析,指出现状不足并给出相应的整改建议。将四条内河与闽江进行比较,证明福州市河道慢行系统规划的可行性,既包括每条河流慢行系统的可行性,也包括市域内全部河网慢行系统的可行性。
【Abstract】 The development of urban must have brought some risks of uneven land-use. As the cite is expanding, the green areas face with the risk of declining. However, the greenways, which have the ecological, economic, and social benefits, can help to solve this problem. Being an important part of greenways, the planning of slow traffic system gets more and more attention nowadays. For example, the Fuzhou City focused on the characters of river networks and pay much attention to the research of river slow traffic system as promoting and planning the greenway.This study was aimed to understand the basic concept and theory of the planning of river slow traffic system, the main content included confirming the objectives of planning, summarizing the planning factors, analyzing the influencing factors and conclusion of the planning standards. This research studied the cases in Fuzhou City, and the results are as follows:(1)This study summarized the researches of planning greenways both in China and abroad. The greenways do a lot in improving the urban environment. Greenways can connect and integrate the function of the slow traffic system, riverside leisure space, urban open space and landmark space. After realizing the relationship of river slow traffic system and greenways, the ecological and social meaning of river in greenway planning have being emphasized increasingly. With great amount of natural and cultural resources distributed along rivers, the river slow traffic system become an important part of urban green networks.(2)This study helped maturing the research of river slow traffic system by studying some relevant theories and to discuss the concept, characteristics, classification and function of river slow traffic system clearly.(3)We studied the planning of river slow traffic system from four aspects: the planning objectives, the planning factors, the influencing factors and the planning strategy. The planning factors can be divided to13items under three parts:slow traffic networks, slow traffic landscape, and slow traffic facilities. The factors that influence the slow traffic system can be discussed from four aspects:the characters of users, the environment, the constitution of slow traffic system, and the urban condition. The planning standards gave the guideline of river slow traffic system from greenway, field and facilities aspects.(4)This study investigated, analyzed and compared the cases of White-horse River, An’tai River, Jin ’an River and Guang-ming-gang park slow traffic systems and Min River slow traffic systems respectively. The planning of slow traffic system can be used in research by investigating the slow traffic site, user, and greenway. Furthermore, the conclusion can be applied to the study of Fuzhou City.
