生活垃圾处理电站改扩建工程污染控制实例研究

【摘要】 城市环境卫生是城市现代化程序的重要标志之一,是城市基础设施建设的重要组成部分和改善投资环境的必要条件。城市生活垃圾处理处置方法主要有卫生填埋、堆肥和焚烧三种。其中垃圾卫生填埋是应用最早、最广泛的一项技术,但垃圾填埋若处理不当,将会引发新的污染。垃圾堆肥化是利用自然界广泛存在的微生物,有控制地促进固体废物中可降解有机物转化为可供植物吸收的腐殖质的生物化学过程,但堆肥化对实现城市生活垃圾减量化的效果不明显,需要较大的堆存场地和较高的运输费用,而且受堆肥化产品市场的限制。焚烧法处理垃圾是一种对城市垃圾进行高温热化学处理的技术。三种主要处理方法当中,以焚烧法的无害化、减量化、资源化程度最高,垃圾经过焚烧,可使垃圾减(重)量70%以上,减容超过90%,而且经过高温处理,垃圾中的病毒、细菌等被彻底杀灭、臭味去除。本次改扩建采用的技术是杭州锦江集团和浙江大学经过多年研制、试验、开发的异重循环流化床焚烧发电集成技术。该技术比较适合长春市垃圾成份复杂、热值较低、无机物及水分高等特点。长春市生活垃圾综合处理电站改扩建工程符合垃圾资源化、减量化的原则,符合国家的能源政策要求,符合国家相关产业政策、规定及规范。本次改扩建工程中生产废水经处理后全部回用;焚烧废气的处理方式为:半干法中和+活性炭喷射+袋式除尘器的处理工艺,恶臭气体经负压抽风收集后焚烧,可使废气污染物达到排放标准;经采取相应的吸声、隔声、减震等处理措施之后厂界噪声可达到3类排放标准;本工程所产生的固体废物经采取措施后不会带来二次的污染,垃圾和炉渣运输经采取相应措施后影响较小。本工程的实施带来了明显的社会效益和经济效益,有助于改善区域整体环境质量,实现废物资源化。

【Abstract】 Urban environmental sanitation is an important symbol of urban modernizationprocess, which is an important part of urban infrastructure construction and thenecessary condition to improve the investment environment. The disposal methods ofMunicipal solid waste mainly include sanitary landfill, composting and burning. Thewaste sanitary landfill was the earliest and most widely used a technology, but if thelandfill processes was improper, will trigger a new pollution. Waste composting isusing widespread nature of microorganisms, controlling to promote the solid waste ofbiodegradable organic matter into humus for plants absorb biochemical process. Butthe composting for city life garbage reduction effect is not obvious, which need largestorage sites and higher transportation costs and restricted by composting productmarket. Incinerating garbage disposal is a kind of high temperature thermal chemicaltreatment technology. In three main processing method, burning method harmless,reduction and recycling of the highest degree, after burning rubbish, the wastereduced (weight) of more than70%, reduce capacity of more than90%, and after hightemperature treatment, the viruses, bacteria, etc. In the garbage is eliminatedcompletely, odor removal. The reconstruction technology is Hangzhou jinxing groupand Zhejiang University after years of development, test, and the development ofintegrated density circulating fluidized bed incineration power generation technology.The technology is suitable for Changchun city garbage composition complex, lowcalorific value, high inorganic and moisture etc.Changchun city domestic waste comprehensive treatment projects of power plantin solid waste, the principle of reduction, conform to the requirements of the nationalenergy policy, in line with the relevant national industrial policy, rules and regulations.The implementation of the project has brought obvious economic benefits and socialbenefits, and help to improve the overall regional environmental quality, realize thewaste resource recovery.
