鸡东县基于水资源优化配置的水利工程规划研究

【摘要】 水是人类生存发展不可缺少的元素,水资源赋存和调控状况将直接影响社会经济发展和人民生活水平的提高以及生态环境的改善。近年来随着鸡东县工农业的快速发展,对水资源需求也逐渐增大。针对鸡东县水资源实际情况,科学合理的规划、利用有限的水资源就成为解决鸡东县水危机、促进社会经济发展至关重要的手段。本文在综合分析鸡东县自然地理条件、社会经济情况、地质和水文地质资料的基础上,采用等值线法和均衡分析方法计算鸡东县大气降水量、地表水资源量和地下水资源量。分析鸡东县水资源开发利用中存在的问题,为水利工程规划和水资源配置模型提供研究目标。本文在鸡东县需水预测分类和影响因素分析的基础上,采用用水定额法进行需水量预测,利用对数预测法、趋势预测法、指数预测法3种统计方法进行校核,最终明确规划水平年需水量,根据实际供水情况进行供需平衡分析。分析结果显示鸡东县部分地区缺水现象较为严重。在供需平衡分析基础上,采用最严格的水资源管理制度理论优化配置鸡东县有限的水资源。以取用水量、开采能力、可供水量、用水效率、水功能区限制纳污为约束条件,构建水资源合理配置模型。根据模型结果得出最终配置方案。基于水资源优化配置结果,提出在哈达河、锅盔河、大石头河等缺水流域规划水利工程来解决水资源短缺问题。主要采用增强现有水利工程供水能力、大石头河流域新建蓄水工程、兴凯湖新建引水工程等规划方案。使有限水资源发挥最大效益,促进鸡东县社会经济的发展。

【Abstract】 Water is the foundational natural resource and strategic economic resources.Thestorage and regulation situation of water resources will directly affect thedevelopment of social economy and the improvement of people’s living standard,alsowill affect the improvement of ecological environment. In recent years, with the rapiddevelopment of agriculture and industry in Jidong County, the demand for waterresources quantity is increasing day by day. According to the actual situation of waterresources in Jidong County, scientific and reasonable planning, also the using oflimited water resources will solve the water crisis, also will promote the social andeconomic development in Jidong County.By analyzing the natural and geographical conditions,status of socio-economicdevelopment, Characteristics and problems existing in the development and utilizationof water resources, Using isoline method and equilibrium analysis methods clearJidong County water resources and availability. Provides the basis for Jidong countywater resources allocation and water conservancy project planning.By applying the method of water quota of Jidong County different planning levelyears to predict the water demand and water supply, adopting statistical predictionmodel for checking. Using both basic and water saving plan for water demandprediction, conducting the supply and demand balance analysis respectively. Thegreatest demand water resources is agriculture in Jidong County, followed byindustry. Water saving scheme mainly is to improve the industrial and agriculturalwater use efficiency. Based on supply and demand balance analysis, respectively tototal amount control of water, the water use efficiency control, pollution control as ared line for optimized configuration, through configuration ease part of the basinwater shortage phenomenon.This essay based on the analysis of supply and demand balance and the optimized allocation of water resources further puts forward reasonable plans of waterconservancy projects in some basins of water shortage, such as HaDa River, GuoKuiRiver and Big Stone River and so on, to solve the problem of water recourse shortage.We can improve the existing water supply ability of hydraulic engineering or buildnew water storage project in Big Stone River or carry out XingKai Lake waterdiversion project, etc. In one word, we should make the limited water resources get amaximum benefit to promote the JiDong county’s social and economic development.
