【摘要】 作为我国村民自治机制的一种新创造,“四议两公开”工作法在现阶段已发展为党领导的村级民主自治机制的有效实践形式。推广“四议两公开”工作法有效破解了农村传统村级治理体制面临的诸多难题,例如村委会和村党支部之间难以形成较强的合力,基层党员群众的民主权利无法得到有效保障等。国家主席习近平强调,必须适应国家现代化总进程,完善和发展中国特色社会主义制度,推进国家治理体系和治理能力现代化.“四议两公开”工作法这一乡村治理机制,是国家治理现代化内涵的有机组成部分,同时该工作法的创新,有助于推动国家治理体系的完善和治理能力的提高,从而促进国家治理现代化的顺利实现。鉴于此,本文以村民自治理论、协商民主理论、以及国家治理现代化理论为基础,在综合理解既有成果与观点的基础上,主要运用访谈法,文献研究法、辩证思维法对“四议两公开”工作法进行研究。以Y村为例,笔者剖析“四议两公开”工作法推行中存在的具体问题及原因,从而提出完善内容以提高治理实效性,切实加强宣传引导,规范相关程序及运行机制,加强领导和监督考核,提高参与者素质,来推进“四议两公开”工作法,以期为进一步推动“四议两公开”工作法的深入实践提供借鉴。更多还原

【Abstract】 As a new creation of the villager autonomy mechanism in China, the " four times arguments meetings and two public declare " working method presently has developed into an effective practice form of village-level democratic autonomy mechanism led by the Communist Party of China. The promotion of " four times arguments meetings and two public declare " working method can efficiently solve the problems that the traditional rural governance systems face. For example, village committee and CPC village branch are difficult to join stronger forces, the grass-roots party members’s democratic rights can not get effectively guaranteed.President Xi Jinping emphasized, we must adapt to the national modernization process, improve and develop Chinese socialist system, and promote the modernizations of both national governance systems and governance capacities. As a village governance mechanism, the " four times arguments meetings and two public declare " working method, is an integral part of the connotation of national management modernization. Moreover, innovating this working method can contribute to promoting the improvement of the national governance system and the improvement of the governance ability, thus facilitating the realization of national management modernizationGiven all this, this paper is on the theoretical basis of the theory of villager autonomy, democratic consultation theory, the theory of modernization of national governance, base on the comprehensive understanding of both achievements and viewpoints, mainly use case interview, literature investigation and dialectical thinking method to study the " four times arguments meetings and two public declare " working method. With Y village, for example, the author mainly analyzed the problems and reasons in carrying out the " four times arguments meetings and two public declare " working method. and put forward boosting its efficiency by improving its content and inspiring the effect of related parties, strengthening propaganda and leadership, supervision and assessment, improving the quality of the participants, so as to provide the reference to further promote the " four times arguments meetings and two public declare " working method.更多还原
