【摘要】 近年来，国家重视县域经济的发展。县域经济是我国国民经济的基本单元，县域协调发展是协调发展理论在县域的必然要求。经济与社会协调发展，有利于县域经济的发展壮大。本课题选择了位于环首都经济圈的河北省怀来县作为县域经济、社会协调发展的研究区域。怀来县在全国县域经济社会协调发展方面有一定代表性。本文借鉴国内外相关理论，采用文献研究法、调查分析法、比较分析法，通过与张家口十三县和三个参照县的经济社会发展相关数据的比较，显示出：怀来县的经济发展、社会事业发展在张家口地区具有显著优势，经济与社会发展较为协调。怀来县以葡萄产业作为主导产业，推进科技创新，促进产业升级，带动了全县整体经济较快较好发展。怀来县致力于统筹城乡、经济与社会发展，在经济快速发展的同时，实现了各项社会事业的全面较快进步，实现了经济与社会较好地协调发展。但作为欠发达地区的县域，怀来的经济基础还较差、基础设施薄弱、工业规模小，高新技术产业处于起步发展阶段，人口、劳动力素质及就业能力有待提高，社会保障工作还不完善，贫困人口还有相当多数量。针对存在问题提出了对策建议：以科技进步，促进工业特别是高新技术产业的发展；做大做强优势主导产业，促进生产力发展；加强基础设施建设，提高公共服务能力；依托资源与地域优势，打造特色旅游业；注重教育与技能培训工作，提升人口素质，增强就业能力；完善社会保障体系，提高保障水平；加大扶贫力度，着力改善贫困人口生活。本论文创新点：1.本课题研究县域经济与社会协调发展，与单纯县域经济研究相比，具有创新性。2.本课题采用比较法，与相邻县、所在地区十三县平均水平相比较，其结论更为全面、真实、可信。3.本课题以马克思主义理论为指导，剖析典型县经济社会协调发展的经验和存在问题，提出发展对策，在理论和实践上都有创新性。更多还原

【Abstract】 In recent years, our country pays attention to the development of county economy,which has become the basic unit of our national economy. The county coordinateddevelopment is an inevitable requirement of coordinated development theory in a countyterritory. The coordinated development of economy and society is conducive to thedevelopment and growth of county economy. This topic has chosen Huailai County ofHebei Province, located in the economic circle around the capital, as the study area ofcoordinated development of the county economy and society. Huailai County is certainlyrepresentative in the social coordinated development of national county economy.The paper uses the correlation theories at home and abroad for reference, compareswith the related data of economic and social development between Zhangjiakou thirteencounties and three references with methods of literature research, survey analysis, andcomparative analysis, and shows that the economical and social development of HuailaiCounty has a significant advantage in the Zhangjiakou region, owning a rather coordinatedeconomic and social development. Huailai County takes grape industry as the leadingindustry, which propels technological innovation, promotes industrial upgrading, andbrings better and rapid economic development in the whole county. Huailai County iscommitted to coordinating the urban and rural, economic and social development, whichrealizes a comprehensive and rapid progress in all types of social undertakings, as well asa better coordinated development of economy and society with the rapid economicdevelopment. However, as an under-development county, the economic foundation ofHuailai is pretty poor, for instance, the infrastructure is weak and the commercial scale issmall; its high-tech industry is in the early stage of development; the population, quality ofthe labor force and employability can still be improved; the social security work is notperfect and there are still a fair number of impoverished people. The paper puts forwardcountermeasures and suggestions aimed at the existing problems, such as using scientificand technological progress to promote the industrial development, especially the high-techindustry, developing the advantage dominant industry larger and stronger to prosper thedevelopment of productivity, strengthening infrastructure construction and improvingpublic service capacity, creating characteristic tourism with the advantage of resources and geography, paying attention to the education and skills training, improving the populationquality, enhancing employability, bettering the social security system, improving theguarantee level, increasing the poverty alleviation efforts, as well as improving the lives ofimpoverished people.The paper owns the following innovations. First of all, this topic researches thecoordinated development of county economy and society, which is more innovativecompared with the simple county economic research. Secondly, this topic adoptscomparison method which is more comprehensive, truthful and credible compared withthe average level of surrounding thirteen counties and regions. Thirdly, this topic takesMarxist theory as the guidance, analyzes the experience and existing problems ofcoordinated development of a typical county’s economy and society, and proposes thedevelopment countermeasures which are innovative in both theory and practice.更多还原
