城市土地利用与城市交通协调关系研究

【摘要】 城市现代化发展越来越快,科技日新月异,新的机动车技术也层出不穷,交通设施的供应很难满足交通需求的增长,供需不平衡导致城市交通问题越来越严峻,这已经成为我国乃至世界最亟待解决的城市问题。土地利用决定着人流和物流在空间上的分布,它是产生交通需求的“源”;而交通系统又反过来影响土地利用模式;城市土地利用和城市交通两者相互影响、相互反馈。而土地资源是有限的,是不能无限制开发的,解决城市交通问题的核心在于城市土地利用和交通相结合进行规划、二者实现协调发展,最终真正实现城市的长远发展,为城市空间结构优化设计提供科学依据。论文就城市土地利用和城市交通两个关键因素的关系展开,旨在通过分析二者在开发利用模式上的相互关系、梳理我国在这方面的研究发展历程,以及在对它们分别进行规划时体现的共生机制,揭示二者的内在规律,即城市土地利用是产生交通需求的“源”,交通系统的发展水平又反过来影响到城市土地利用状况。通过分析我国城市土地利用与城市交通的现状、特点与问题,提出不能单纯的依靠提高机动性增大交通供给解决城市交通问题,二者协调发展才是城市可持续发展的根本思路。本文结合我国城市土地高密度集聚式的开发特征,以2011年北京市城六区为例,分析了土地利用与交通的现状,选取影响二者间协调关系的评价指标,充分调查、收集相关数据,对各个评价指标进行计算、整理与分析。运用层次分析方法(AnalyticHierarchy Process,AHP),构建了城市交通和城市土地利用之间协调度指标评价体系,采用专家评价法(德尔菲法)对评价指标体系中的各指标层赋予权重,并调研出指标标准值,通过加权处理后,依据体系分级标准,对二者协调程度做出综合评价。最后,根据评价结果,依据指标协调程度等级评价表得出2011年北京市城六区土地利用与交通的协调程度为基本协调,为实现城市土地利用与城市交通协调发展、实现城市可持续发展提供理论依据。

【Abstract】 City modernization develops more and more quickly, science and technology changesrapidly, the new technology of motor vehicles also emerges in an endless stream. Theaccommodation of traffic facilities is difficult to satisfy the traffic demandgrowth, the urban transportation problem is becoming more and more serious because ofthe imbalance between supply and demand. So the traffic problem has become themost urgent in our country and even the world’s. Land-use is the "source" of trafficdemand, it determines the distribution from the flow of people and goods in space; thetransportation system affects the pattern of land-use conversely in the city;land-use and urban transportation affect and feedback each other. The land resources arelimited, and it’s unlimited to development, the core of solving the urban transportationproblem is to plan the city land-use and transportation together, to realize coordinateddevelopment between them, and eventually realize the city’s long-term development, inorder to provide scientific basis for the city spatial structure optimization design, andeventually realize the city for long-term development.This paper carried out the relationship between the city land-use and urbantransportation, through analyzed the development and utilization mode of the both andarranged the research and development process in our country, meanwhile, researched thesymbiosis mechanism when make the plan to them, thus, to reveal the internal law of theboth, that is city land-use makes the “resource” of traffic demand, the situation of cityland-use was influenced from the level of traffic development. Through analyzed thepresent situation, characteristic and trouble, the author put forward that to solve the urbantransportation problem do not rely on improve the maneuverability and expand the trafficsupply simply, the two coordinated development was the fundamental idea of citysustainable development.This paper combined the high density spatial development features of our country, took the six urban districts in Beijing(2011)as an example, Analyzed the present situationof land-use and transportation, selected the evaluation indexes which influenced therelationship between them, surveyed and collected abundant data which was interrelatedthem, then calculated, arranged and analyzed every evaluation indexes. To take AHP toconstructed a coordination degree evaluation index system between urban transportationand city land-use, adopted the methods of expert investigating(Delphy) to give weight forthat evaluation indexes in coordination degree evaluation index system, and surveyed thestandard value, then weighted processing and gave the comprehensive evaluation to thedegree of coordination on the basis of the grading standards. Finally, obtained the degree ofcoordination with land-use and transportation in the six urban districts of Beijing(2011)according to the result and rating scale of the index degree of coordination, the result isnormal coordination. The conclusion provides the theoretical basis for the coordinateddevelopment and sustainable development between city land-use and urban transportation.
