基于移动终端的石化企业安全评估应急系统研究

【摘要】 石化企业生产过程操作流程复杂,工艺条件苛刻,近年来事故频发,损失惨重,影响巨大,如何更为合理地展开石化企业的安全评估、应急管理工作已经成为研究热点。移动终端凭借其服务使用的便捷性,功能集成的多样性,信息采集的全面性,通信交互的即时性等特点越来越受到人们的关注,通过其即时通讯和GIS数据采集的能力,可以间接地反应终端使用者的行为,以及使用者所统计的资源或操纵的设备的状态。进而在安全评估过程中除考虑设备安全等级外可以更全面的考虑人的行为对评估结果的影响,在安全应急中可以获得丰富的实时信息以便在应急抢险和救援、人员疏散过程中进行合理地动态调度和指挥,由此将移动终端引入安全领域可以提高石化企业安全评估和应急管理的水平。本文主要贡献和工作如下:(1)针对石化企业故障可检测与可诊断的能力展开安全评估研究,提出了一种故障可检测与可诊断能力的评估方法。此方法以炼油厂罐区为模型原形,给出了系统故障可检测性与可诊断性Petri网形式的定义,提出了安全评估的指标及其计算方法。并将移动终端引入安全评估过程,通过人行为信息的采集和评估结果的迭代运用提升了评估的效果。(2)针对石化企业应急抢险救援和人员疏散的问题展开智能应急研究,将移动终端引入石化企业安全应急调度过程中,提出一种基于移动终端的启发式应急调度算法。在调度模型可以获得厂区车辆和人员分布等及时动态的信息的基础上,对应急抢险救援、人员疏散的路线进行全局动态优化,在尽可能避免个体之间冲突的情况下保证每个个体路程最短。(3)完成了一种基于移动终端的石化企业安全评估与应急管理系统的设计与实现。其中安全评估模块包括传统的道化学方法评估和故障可检测与可诊断能力评估;安全管理模块包括对物资的管理和人员工作流程的管理;安全应急模块包括安全应急的预案管理,决策模型运用和指令下发管理。

【Abstract】 Petrochemical enterprises have been in the face of frequent accidents, serious losses and bad impacts recently. How to develop petrochemical enterprise’s safety evaluation and emergency work more reasonablely has become a study hotspot. Mobile terminal service is being paid more and more attention with the advantages of the convenience of operating, the diversity of function, the comprehensive of data collection and the immediacy of communication, which makes safety evaluation could consider people behavior and emergency scheduling base on more data. So, using mobile terminal to improve the level of safety evaluation and emergency work is a developing trend for Petrochemical enterprises. On this main line, the main study contents and innovative points are as followed:(1) In order to complete the safety evaluation towards the system monitoring ability and fault diagnosability, tank area’s components and units are set as examples to be described and modeled by the method of Petri net. A definition of monitoring ability and fault diagnosability in the form of Petri net is made, and evaluation index and index calculation process for safety evaluation are proposed. Finally, safety evaluation is upgraded with mobile terminal by collecting the information of people behavior and the iterative use of the assessment result.(2) In order to complete the intelligent decision-making towards the Petrochemical enterprise’s safety emergency scheduling, mobile terminal is introduced into the progress of scheduling and a heuristic emergency scheduling algorithm based on mobile terminal is proposed, which could make dynamic optimization for emergency routes, rescue routes and evacuation routes, providing the result which could ensure that the individual journey is as short as possible under the premise of avoiding conflicts between individuals.(3) In order to enhance the automation level towards petrochemical enterprise’s safety evaluation and emergency work, a safety assessment and safety emergency system based on mobile terminal is designed and implemented, which includes safety assessment module, safety management module and safety emergency module. Safety assessment module includes the method of DOW’s index and the method towards the system monitoring ability and fault diagnosability. Safety management module includes the management of materials and the management of works flow. Safety emergency module includes safety emergency plan management, decision-making model management and order sending management.
