【摘要】 经过十多年的财政国库改革,我国已初步建立起规范、高效、流畅、安全的现代财政国库管理体系。但随着经济和社会的快速发展,增强资金管理、加强资金监督与提高资金运行效率之间的矛盾日益突出。在新形势下,推行电子化支付管理,提高财政资金运行效率,降低运行成本,巩固资金安全防线,全面提升我国财政国库管理水平,已成为各级财政部门迫切需要解决的课题。本文是在现有的财政一体化管理信息系统的基础上进行深一步的研究,针对如何提高财政资金运行效率、降低运行成本、巩固资金安全防线和提升现有财政国库管理水平的业务需求背景下,在保证财政资金安全、满足现行国库集中收付、会计及审计相关管理要求前提下,基于“金财工程”应用支撑平台、J2EE平台和Oracle数据库,Hibernate+Spring架构,采用数字签名及电子印章等技术设计并实现了财政资金电子化支付管理系统(以下简称“本系统”)。系统涵盖了用款计划、直接支付、授权支付、国库拨款、划款清算和支出对账六个关键模块。本系统投入运行以来,取得了初步的成果,首先从根本上提高财政资金运行效率；其次极大降低了运行成本；第三进一步巩固了财政国库资金安全防线；第四能够全面提升财政国库管理水平,为强化预算执行管理监控、信息分析报告等功能打下更坚实的基础。更多还原

【Abstract】 More than a decade, Fiscal Reform has initially established a scientific, standardized, efficient, transparent, stable operation, safe and controllable modern Fiscal Treasury Management System. But with the rapid economic and social development, the contradiction between strengthen the management, supervision, and improving the execution efficiency of funds increasingly extrude. Under the new situation, practicing the electronic payment management, improving the efficiency of the financial funds, saving the comprehensive operating costs, enhancing fiscal Treasury funds security, improving fiscal Treasury management level, has become a much-needed solve the issue for Financial departments.This thesis is a deeper study on the basis of the current Treasury Centralized Payment Management Information System(GFMIS), aiming at the business requirements of improving the efficiency of the financial funds, saving the comprehensive operating costs, enhancing fiscal Treasury funds security, improving fiscal Treasury management level, under the premise of ensuring the safety of financial funds, meeting the requirements of the current Treasury concentrated payment, accounting and auditing related management requirements, based on FASP, J2EE platform and Oracle Database, Hibernate+Spring framework, using the digital signature and electronic seal technology, designed and implemented the Electronic Payment System for Public Finance. The system covers with plan, direct payment, authorization payment, Treasury appropriations, clearing and spending six main modules.Since the system put into operation, it has achieved initial results. The first, fundamentally improving the efficiency of the financial funds.
