【摘要】 人才是指具有一定的专业知识或专门技能,进行创造性劳动并对社会作出贡献的人,是人力资源中能力和素质较高的劳动者。人才是经济社会发展的第一资源。人才资源作为一种高智能、无污染、可持续、可再生的清洁生产资源,取之不尽、用之不竭,是符合两型社会建设要求的最具潜力可挖的要素资源。在全球科学技术激烈竞争的今天,如何进行人才资源的开发,已成为一项值得认真思考和探讨的重要课题,有重大的现实意义和理论意义。人才资源的开发首先应从取人之长的初级阶段发展到应对竞争共同发展,这需要认识和实践的根本转变,有助于正确认识和客观理解人才资源的开发规律,制定出吸引、培养人才的政策,充分人才资源的的作用,使其创造出其应有的价值。本文研究长沙人才资源开发问题,学习和借鉴国内外成功经验,认真研究欧、美、日等发达国家,新加坡、韩国等新兴工业化国家,印度等发展中国家以及国内发达地区的人才资源开发建设问题,指导长沙市人才资源开发建设工作,为制定相应的政策、制度提供良好的依据。长沙要加快实施人才强市战略,尽快对进一步做好人才工作做出部署,着力研究解决人才队伍建设方面的突出矛盾和问题,加大人才资源培养、选拔、评价、激励等机制建设,努力形成优秀人才脱颖而出、人尽其才的制度环,开创人才队伍建设的新局面,建设一支高素质的人才资源队伍。要统筹推进“两型社会”建设和长沙人才资源开发、加大重点领域人才资源开发力度、创新“两型社会”建设中长沙人才资源开发的政策。更多还原
