“两型社会”建设中长沙人才资源开发研究

【摘要】 人才是指具有一定的专业知识或专门技能,进行创造性劳动并对社会作出贡献的人,是人力资源中能力和素质较高的劳动者。人才是经济社会发展的第一资源。人才资源作为一种高智能、无污染、可持续、可再生的清洁生产资源,取之不尽、用之不竭,是符合两型社会建设要求的最具潜力可挖的要素资源。在全球科学技术激烈竞争的今天,如何进行人才资源的开发,已成为一项值得认真思考和探讨的重要课题,有重大的现实意义和理论意义。人才资源的开发首先应从取人之长的初级阶段发展到应对竞争共同发展,这需要认识和实践的根本转变,有助于正确认识和客观理解人才资源的开发规律,制定出吸引、培养人才的政策,充分人才资源的的作用,使其创造出其应有的价值。本文研究长沙人才资源开发问题,学习和借鉴国内外成功经验,认真研究欧、美、日等发达国家,新加坡、韩国等新兴工业化国家,印度等发展中国家以及国内发达地区的人才资源开发建设问题,指导长沙市人才资源开发建设工作,为制定相应的政策、制度提供良好的依据。长沙要加快实施人才强市战略,尽快对进一步做好人才工作做出部署,着力研究解决人才队伍建设方面的突出矛盾和问题,加大人才资源培养、选拔、评价、激励等机制建设,努力形成优秀人才脱颖而出、人尽其才的制度环,开创人才队伍建设的新局面,建设一支高素质的人才资源队伍。要统筹推进“两型社会”建设和长沙人才资源开发、加大重点领域人才资源开发力度、创新“两型社会”建设中长沙人才资源开发的政策。
【Abstract】 People having professional knowledge or special skills, creative work and make a contribution to society, is the worker ability and high quality human resources. Talent is the first resource in economic and social development. Human resources as a kind of high intelligence, no pollution, sustainable, renewable resources inexhaustible be inexhaustible, clean production, resource, is in line with the requirements of the two oriented society construction the most potential. Carrying the technology, knowledge, culture and other clean the intellectual resources of talent resource, is the most active factor of productivity, vitality and plasticity, scientific development and use, can continue to add value, you can make up for deficiencies in any other elements of resources (including resources and environment), can be all the weaknesses into advantages, you can create more economic and social development of green, is the core resources and core productive factor of two type society construction must attach great importance to the.This paper studies the problems of talent resource development in Changsha, and learn from successful experiences at home and abroad, seriously study the developed countries such as Europe, America, Japan, Singapore, South Korea and other newly industrialized countries, problems in the construction of talent resources development in India and other developing countries and the domestic developed area, guiding resource construction of Changsha City talent, provide a good basis for making the corresponding policy, system. Changsha to speed up the implementation of strategy of talent strong city, as soon as possible to further improve the talent work make deployment, focus on solving outstanding contradiction and problem of talent team construction, strengthen human resources training, selection, evaluation, incentive mechanism construction, system ring to form the talent showing itself, give full scope to the talents, create a new situation of talent team construction, the construction of high-quality human resources team. Collective from the overall advancement of the "two oriented society" construction and Changsha talent resources development, and improve the mechanism of talent, a talent resources development environment, constructs the science reasonable human resource development policy system, increase the focus areas of human resource development efforts in areas such as construction.
