【摘要】 进入21世纪以来中国经济飞速发展,人民生活水平不断提高,住房问题作为反映生活水平的一项重要内容正日益受到政府关注。当前中国面临着巨大的人口压力,人民对住房的需求和住房无法保障广大群体居住的矛盾已逐渐凸显。针对保障性住房建设现状,我国“十二五”规划明确指出要继续加大建设保障性安居工程,力争尽快还清历史旧账。现今各地保障性住房建设工作正在如火如荼地进行,但是作为这项改善民生的庞大工程,其建设的效果究竟如何,是否满足了住房需求者的切实需要,是否实现了可持续发展等问题都需要经过项目后评价才能了解清楚。将项目后评价相关理论应用与保障性住房的建设管理之中,既具有很强的理论指导意义,又具有深刻的实践意义。本文对保障性住房项目后评价的理论和方法进行了深入系统的研究。在后评价理论上,从控制论和系统论的角度指出项目后评价是一项系统工程,从项目的决策质量开始,通过对实施效果、运行状态和项目发展方向的监测,经过控制系统的反馈调节,对项目的运行状态进行科学合理地调控,最终达到项目科学管理的目的,因此在对保障性住房项目进行后评价的过程中十分重视对评价结果的反馈机制研究。在后评价方法上,论文对保障性住房的传统分析方法进行分析汇总,并从系统论的角度提出了项目后评价的系统综合评价方法,研究了各评价方法的适用范围和优缺点,通过对比指出系统综合评价方法在处理多目标、多层次、复杂问题上具有优越性。在后评价的指标体系建立上,论文通过对项目后评价相关文献资料的深入研究,最终得出对项目进行全面后评价的五项内容。本文的整个研究过程中始终将现代管理理论、可持续发展理论、控制与反馈理论、系统论等贯穿在整个研究之中,坚持定性与定量相结合的思想,依据实际情况进行客观、科学、合理的分析和研究。最后本文以武汉市保障性住房建设和管理的实际情况为例,根据所构建的模型对武汉市保障性住房进行项目后评价,分别得出武汉市保障性住房项目后评价体系中各方面评价值和最终的综合评价值,并根据武汉市保障性住房建设中存在的问题提出了改进的办法和措施。目前国内对保障性住房这一特殊的建设项目而言,涉及到的评价系统甚少,因此建立和逐步完善保障性住房项目后评价体系将成为保障性住房以后研究的重点。更多还原

【Abstract】 China surges rapidly as well as people’s living standards continue to rise in the21st century. Housing problem as an important part of living standards is attracting more and more attentions from the government. Nowadays China faces the enormous pressure of population, which develops conflicts that the number of homes can’t meet the demand. The twelve-Five planning makes it clearly that we continue to increase construction of affordable housing projects, and pay off old scores as soon as possible. Now everyplace builds indemnificatory housing in a large number, but how does it built? can it achieve the sustainable development? If we want to know clearly about these issues, we should make project post-evaluation for affordable housing projects.The thesis goes deep in the theoretic research and method research of project post-evaluation in affordable housing projects. On theory, project post-evaluation is a system engineering based on system theory and cybernetics. Form the beginning of project decision, these theories work through with the whole evaluation, by supervising the status and development direction, we can regulate the running condition scientifically and reasonably, at last we can reach the purpose of scientific management, so it is an important part of project post-evaluation in indemnificatory housing projects to study the feed-back mechanism. On the evaluation methods, firstly,this thesis summaries the traditional analysis methods, then from the angle of system theory, it puts forward the comprehensive evaluation methods, at last by comparing the advantages and disadvantages of the two kinds, this thesis points out that comprehensive evaluation methods reveals its superiorities in dealing with multi-aim, multi-hierarchy and non-structural problem. On the building of index system, the thesis studies the literature deeply; it concluded five parts of the post project evaluation. This thesis insists on the combination of qualitative analysis and quantitative analysis to make the evaluation result scientific and reasonable.This thesis takes the situation of affordable housing in Wuhan as an example at last, according to the post project evaluation model, it concludes the value of every aspects and the ultimate value in the system of affordable housing project of Wuhan, and then some suggestions are supplied to make the project go well. Perfecting the affordable housing project evaluation system will the focus in the future.更多还原
