【摘要】 山东省地处黄淮海夏玉米区，光热资源丰富，地上水和地下水资源都比较丰富，适宜玉米的生长，常年玉米面积4300万亩左右，玉米播种面积和总产量分别占全国的10%和12%左右。山东既是玉米生产大省，又是玉米消费大省。2000年以来，由于玉米特殊的饲料和工业加工价值，山东省玉米需求持续增加，已呈现严重的供不应求局面，2010-2011年度的供需缺口已达900万吨。在当前举国上下强调粮食安全和农民增收的新形势下，搞好玉米生产，加快玉米产业化发展，事关粮食安全和经济社会稳定大局。本文在玉米加工、玉米产业链等概念界定和产业布局理论、产业组织理论等理论分析的基础上，运用实地调研、案例分析、理论分析与实证分析、定性分析与定量分析相结合的方法，对山东省玉米加工业的发展状况进行深入研究。主要涉及山东省玉米生产与加工情况、山东省玉米加工业发展的SWOT分析、典型案例分析和促进山东省玉米加工业发展的思路与对策等七部分内容。主要研究结论是：山东省玉米播种面积平均每年以1.08%的速度增长，玉米产量每年以2.59%的速度增长，2011年玉米产量为1978.7万吨，玉米单产平均每年以0.77%的速度增长；从饲料的总产量来看，山东省饲料总产量呈现逐年递增的趋势，年均增长率为12.14%，山东省占据着我国淀粉总产量的首位，玉米淀粉产量占全国玉米淀粉总产量的40%以上，2010年的产量为902.14万吨。相对于玉米产量来说玉米加工业还有很大的发展空间。玉米生产的条件优势、玉米加工业发展的规模优势和农业税减免、直接补贴、良种补贴等惠农政策是山东省玉米加工业发展的优势；玉米加工产品品种少、技术落后和综合加工能力弱是山东省玉米加工业发展的劣势；玉米饲料、玉米食品、淀粉及其衍生物的市场前景和玉米产量的发展潜力是山东省玉米加工业发展的机会；玉米加工企业造成的环境污染和加工业快速发展带来的粮食安全隐患是山东省玉米加工业发展的威胁。山东省玉米加工业的发展还受自然环境、加工技术设备、企业规模、政府政策等因素的制约，为此要加快优质玉米品种的推广和技术研发的步伐，大力发展循环经济，减少玉米加工业对环境的污染，促进山东省玉米加工业的健康持续发展。同时，政府应出台相应的政策，培育玉米加工龙头企业，壮大玉米加工企业的规模，降低企业的生产成本，提高山东省玉米加工产品的市场竞争力，促进山东省玉米加工业的进一步发展。更多还原

【Abstract】 Shandong province is located in Huanghe-Huaihe river summer maize area. It hasabundant light, solar-thermal, ground water and underground water resources, suitable for thegrowth of the corn. Perennial corn area is about43million mu,corn planting area and outputaccounted for10%and12%around the country. Shandong province is a major cornproducing province and a big corn consumption province. Since2000, because of the specialvalues of feed and industrial processing of corn, demand of corn increasing continually andleading to situation of serious shortage in Shandong province,2010-2011year gap betweensupply and demand has amounted to9million tons. In the current new situation of nationalemphasis on food security and increasing farmers’ income, improving corn production andaccelerating the development of corn industrialization is related to the overall food securityand economic and social stability.On the basis of definition and theoretical analysis, such as corn processing, corn industrychain, industrial layout theory, industrial organization theory, the paper analyzes thedevelopment of corn processing industry in Shandong province by using methods of fieldinvestigation, case analysis, theory analysis and empirical analysis, combining qualitativeanalysis with quantitative analysis. The paper mainly involves six parts of corn productionand consumption of Shandong province, SWOT analysis of corn processing industry inShandong province, typical case analysis, countermeasures and suggestions of the futuredevelopment of the corn processing industry in Shandong province and so on. Main researchconclusion as following:Shandong province corn planting area is growing at1.08%per year on average, Maizeproduction is growing at2.59%per year,2011corn yield is19.787million tons, Yield ofcorn is growing at0.77%per year on average; From the perspective of the production of feed,feed production in Shandong province shows a trend of increasing year by year, the averageannual growth rate of12.14%, corn starch production accounting for more than40%of thetotal corn starch production,2010corn starch production is9.0214million. Relative to cornyield of corn processing industry also has the very big development space.The preponderance of corn production conditions, the size of the corn processing industry and policies of agricultural tax credits, direct subsidies, subsidies for growingsuperior seed varieties and purchasing agricultural machinery and tools, comprehensive directsubsidies for purchasing agricultural supplies and minimum purchase prices are advantages ofShandong province; A few of corn processing products, backward technology and inferiorcomprehensive processing ability are disadvantages of Shandong province; Feed corn, cornfood, starch and its derivatives market prospects and the development of maize yield potentialare opportunities of Shandong province; The pollution of the environment caused by cornprocessing enterprises and hidden danger of food security brought by the rapid developmentof corn processing industry are the threat of Shandong province.The development of corn processing industry in Shandong province are affected byfactors of natural environment, processing technology and equipment, enterprises’ scale, therestriction of government policy. We should speed up the high quality maize varieties forpromotion and the pace of technology research and development, vigorously develop circulareconomy to promote healthy sustainable development of corn processing industry inShandong province. At the same time, the government should introduce appropriate policies,cultivate leading enterprises of corn processing, expanding the size to reduce the productioncost of enterprises, to improve the market competitiveness of corn processing product andpromote the further development of corn processing industry in Shandong province.更多还原
