【摘要】 政府购买服务在我国的很多城市都已经实施并且取得了一定效果，但是政府购买社会工作服务在目前还处于初级阶段，只有少数城市作为试点。按照广州市委、市政府关于全面推进街道社区管理服务改革创新的意见，广州市政府在全市一百三十多个街道建立家庭综合服务中心，以政府购买社会工作服务的形式，引进社工机构入驻街道家庭综合服务中心并逐步开始运作。本文主要以广州市海珠区昌岗街为例研究政府购买社工服务，通过实地研究，重点介绍以家庭综合服务中心这种形式进行的政府购买社会工作服务的产生，做法。通过对国内外相关文献进行研究，找到了家庭综合服务中心模式下的政府购买社工服务存在招投标过程不够公平公开、监督评估机制不完善、中心运作资金有缺口、评估指标偏高服务类型设计有重复、宣传不广泛、服务的深度和可及性不理想、社工的社会经验严重缺乏、社工机构自身建设不足等问题，深入分析了其影响和原因，在此基础上提出了从三个方面解决这些问题的具体方法，一是加强购买服务的制度建设方面，包括：完善竞争和监督和机制，规范资金投入制度；二是提升政府对购买服务过程管理的水平方面，包括合理制定评估指标、统筹安排服务内容，多方面加强宣传、提升知晓度和参与度，提高服务可及性、关注服务对象发展。三是促进社工机构的自身建设方面，包括加强社工人才培养，加强社工机构的培养和发展，完善社工机构内部管理。通过上述方面的分析，以完善政府购买社会工作服务体制，为政府购买社会工作服务在其他城市的开展提供借鉴。更多还原

【Abstract】 Government purchases services has been enforced and achieved certain effect in manycities of China. But it is still in its infancy, only few cities take it as pilots. According to thesuggestions about promoting the innovation of street community administration and servicesof Guangzhou City Committee and Government, the Guangzhou Government establishedFamily Integrated Service Center in more than130streets of Guangzhou city. In the form ofgovernment purchases of public services, Social Service Organizations was brought in thestreets family integrated service centers and started to operate step by step.Taking the HaizhuDistrict Changgang Street of Guangzhou as an example, we have done qualitative researchabout government purchases of public services. We paid more attention to introduce theorigin and development of the family integrated service center model. By analyzing somerelevant foreign references，we found that in the form of integrated Family Service Centers,purchasing public services by government has some shortages, such as not enough fair andopen bid invitation and bidding, incomplete supervision and assessment mechanism, ashortfall in operating funds, high evaluation standard, repeated design of service type, notextensive promotion, not enough good service and accessibility, inexperienced social workers,lack of self-construction of social service organization, etc. This paper deeply analyses itsinfluences and reasons. Based on these shortages, this paper put forwards three solutions. Firstone is to improve institutional construct of purchasing service, including perfectingcompetition and supervision mechanism and standardizing system of capital investment; thesecond is to improve government management of purchasing service process, includingformulating reasonable assessment index, making overall arrangements of service item,strengthening promotion, improving visibility and engagement, improving serviceaccessibility and paying attention to service target. The third one is to promoteself-construction of social service organization, including strengthening talent development ofsocial workers, strengthening training and development of social service organization andcompleting management of social service organization. To sum up, establishing andimproving the system of government purchases of public services can give a good example tothe other cities.更多还原
