城市燃气管道完整性管理的设计与研究

【摘要】 管道完整性管理经过国外多年的研究和实践,已经成为当前国际上最为认可的管道安全管理模式,对所运行的管道按照规定的标准和法规实施完整性管理已经是当前国内外各大管道公司的主要安全管理内容。随着完整性管理标准的完善和颁布,管道完整性管理不仅成为了规范管道运营管理者的主要管道安全管理模式,而且也得到了政府和公众的认可,满足了政府和公众对管道安全管理的要求,使政府、公众和管道运营者在管道完整性管理上取得一致共识。城市燃气管道完整性管理是在油气长输管道完整性管理成功实施的基础上提出的,是继城市燃气管道安全管理、风险管理之后更高级别的安全管理新模式。它是以保证城市燃气管道的经济安全运行为核心目标,对影响城市燃气管道完整性的各种潜在因素进行综合的、一体化的管理,使管道管理标准化、程序化、科学化、规范化,管道完整性管理已成为当前最被认可的管道安全管理模式。通过管道完整性管理,不仅可以大大减小管道事故的发生率,还可以避免不必要的或无计划的管道维修或更换,从而获得巨大经济效益和社会效益。近年来,国内城市燃气行业发展迅速,一二线主要城市陆续在市区范围内架设了高压管网、次高压管网、中压管网、调压站等相关基础设施,并在燃气信息化建设方面,已经普遍初步建成管道数据采集系统、SCADA系统、地理信息系统和设备管理系统等信息化管理系统。这些都为实施管道完整性管理奠定了良好的基础。本文首先研究了目前国内外关于管道完整性管理的现状,然后参考国际上管道完整性管理的理论与方法,同时结合国内管道完整性管理的实践经验,阐述了如何设计适合我国城市燃气企业实施管道完整性管理的过程和方法,并讨论了如何借助信息化管理手段,将完整性管理的方法固化和落实的到信息化平台中,使公司完整性管理基于统一的标准规范管理过程,从而有效提升管道完整性管理的水平和效率。

【Abstract】 After the research and practice in foreign countries for many years, the Pipeline IntegrityManagement has become the most world-wide authorized pipeline safety management pattern,the implementation of integrity management on the operating pipeline in accordance withthe prescribed standards and regulations has been become the main content of safetymanagement for current major pipeline domestic and foreign companies.With the improvement and issue of the pipeline integrity management standards, thepipeline integrity management has not only been become the main pipeline safetymanagement pattern to regulate the pipeline operating managers, but also been recognized bythe government and the public. It meets the requirements of government and the public on thepipeline safety management, and make the government, the public and pipeline operatorsreach consensus on pipeline integrity management.The city gas pipeline integrity management is a higher level mode of safety management,which is put forward based on the successful implementation of long-distance oil-gas pipelineintegrity management following the city gas pipeline integrity management and riskmanagement. Based on the core objective on economic and safe operation of city gas pipeline,it implements a comprehensive, integrated management on all potential factors impacting citygas pipeline integrity, which makes the pipeline management standards becoming morestandardized, programmatic and scientific. The pipe integrity management has been becomethe most recognized pipe safety management mode. It can get good social and economicbenefits, as it could not only greatly reduce the pipe accident rate, but also avoid theunnecessary or unplanned repair and replacement.In recent years, the domestic city gas industry is developing rapidly. The major first-tierand second-tier cities have developed the associated infrastructures in succession includingthe high pressure pipeline, sub-high pressure pipeline, medium-pressure pipeline, pressureregulating station. etc., and have initially built the information management system such aspipeline data acquisition system, SCADA system, Geographic Information System (GIS) andEquipment management system. All of these establish a good foundation of pipeline integritymanagement Implementation.This thesis firstly studies the current domestic and abroad situation of the pipelineintegrity management. Then, based on consulting the international theory and methods of pipeintegrity management and combining practice experience, this thesis expounds on how todesign the right process and method that suitable for Chinese city gas enterprises to implement on pipe integrity management. Furthermore, it discusses how to solidify theintegrity management method and put it into information platform by the means ofinformation management tools, making the company integrity management operatedcompliant with the unified standard management, so as to enhance the level and efficiency ofpipeline integrity management effectively.
