汽车制造厂全生命周期集成安全管理模式研究

【摘要】 随着我国汽车产业快速发展,汽车制造厂建设项目与日俱增,伴随而来的生产安全事故也越来越引起人们的关注。由于汽车制造厂全生命周期长、阶段多、项目参与方多、危险作业多、交叉作业多、施工难度大、工艺复杂、危险设备及使用的危险物品也较多等特点,加上传统安全管理模式上的不足,导致时常发生人身伤亡事故。因此,探索汽车制造企业从建设到运营的安全管理方式,将集成管理理论和方法与工厂全生命周期的安全管理融合,对新的安全管理模式全生命周期集成安全管理进行研究具有现实意义。在介绍汽车制造厂建设项目基本情况,明确安全管理的具体对象的前提下,对汽车制造厂全生命期阶段进行分析,侧重分析建设期间及运营期间的安全管理,采用LEC法和改进的LEC法对重要阶段进行安全分析,评价重要阶段各单元主要风险的危险程度,从而明确安全管理的内容和方向。分析集成和集成管理相关理论,采用5W1H分析法对安全资源要素集成进行分析。找出传统建设项目安全管理框架存在不足,提出了汽车制造厂全生命周期集成安全管理框架,建立了框架的总线型时间结构、星型空间结构、树型功能结构和集成三维结构,并进行二维集成分析。最后对汽车制造厂全生命周期集成安全管理模式进行探讨,建立集成安全管理目标体系,制定量化目标指标,运用PDCA循环推动目标体系的有效实施,从而推动集成安全管理有效运行。运用WBS方法对集成安全管理工作进行分解。对安全资源要素信息集成管理系统进行研究,分析系统需求,确定系统开发模式和环境,并对系统的架构、主要模块进行设计,以实现安全资源要素的集成管理和共享。该集成安全管理模式有效解决了传统项目安全管理模式存在管理盲区、衔接不到、资源不共享等问题,促使安全管理系统化和全局化、资源要素最大化共享、安全管理责权明确且统一,是未来安全管理模式发展的趋势之一,具有非常重要的研究价值。对汽车制造厂全生命周期集成安全管理模式探讨为汽车制造厂及其他项目集成安全管理提供了很好的参考。
【Abstract】 Automobile factory construction projects increased with each passing day and more andmore attention was paid to the assident safety production accidents with the rapiddevelopment of China’s automobile industry. Personal casualty accidents appearedfrequently with the long period, multi-stage, multi-project participants, multi-dangerousoperations, multi-cross-operation, great difficulty in construction etc. characteristics ofautomobile factory construction project along with the defects of traditional safetymanagement mode. A new construction project safety management mode-all life-cycleintegrated safety management proposed based on integration of integrate management theoryand methods with construction project safety management from the traditional safetymanagement mode problems combined with safety management experience of largeautomobile manufacturing enterprise construction project which the author involved in.Basic situation of automobile factory construction project was discussed and safetymanagement objects were made clear. Analysis of automobile factory construction project alllife-cycle was made, LEC and improved LEC method were implied in safety analysis ofcritical stages,and danger degree of mainly risk in each unit on critical stages so as to clarifythe content and direction of safety management.Construction project all life-cycle integrated safety management model was defined andintegration of safety resources elements was analyzed by "5W1H" analysis method throughanalysis of integration and integrated management theory. construction project all life-cycleintegrated security management framework was proposed by analyzing the deficiencies oftraditional construction project safety management framework, and a framework of totallinear time structure, star spatial structure, tree functional structure and integration ofthree-dimensional structure were established, and two-dimension was integrated analyzed.Integrated safety management mode of automobile factory construction project wasdiscussed under the guidance of the theory and framework of research. Compositive safetymanagement target system and quantitative targets indicators were set up by PDCA cycle topromote the effective implementation of the target system. And integrated safety managementwork was analyzed on WBS decomposition method. Study of the security resources ofintegrated management information system, analysis of system requirements anddetermination of system development pattern and environment, what’s more, design ofarchitecture and main module of the system were to realize the share about the integratedmanagement and security resources. Blind area in management, no-joining, resources not shared and other issues oftraditional project safety management mode were solved effectively through integratedsecurity management of construction projects. Promoting safety management systematic andglobal, resource elements to maximize sharing, rights and responsibilities of safetymanagement clear and unified is one of the future construction projects safety managementmode development trend and has a very important research value. A good reference forintegrated security management of automobile factory and other construction projectsprovided with automobile factory all life-cycle integrated safety management model.
