乡镇政府考核评价体系及应用研究

【摘要】 随着现代公共管理理论的兴起和社会民主化进程的加快,对各级政府和各级领导干部都提出了很高的要求。如何更好地推动责任政府建设、加快政府职能转变,实现经济社会的科学发展,就必须要有一套科学合理的考核评价方法来进行衡量,以发挥激励约束作用。一般来说,考核评价指标具有强烈的行为引导和导向功能,它明确并强化了被考评对象的工作要点和努力方向,而现有的政府绩效考核体系,已经不能适应新形势的需要。如考核指标单一,往往只注重对经济指标的考核,即以GDP论英雄,结果导致经济社会发展不同步、不协调和不可持续发展,甚至对资源造成极大的浪费和环境污染。建立一套科学合理的政府考核评价体系不仅可以引导科学发展,还能起到改变政府工作作风,转变政府职能的作用。乡镇政府作为我国行政区划体系中最基层的一级,是最基本的行政和经济组成单元,是我国农村经济的主体。乡镇政府工作人员直接和农民群众打交道,其工作的主体就是“三农”,尤其是在农村经济发展、强化农村公共服务和落实惠农政策等方面是第一责任人,其作用发挥如何,直接关系到上级政策的落实与否和执行成败。作为其直属管理者—县级政府,如何把上级的政策法规、所分配的目标任务、考核压力和自身发展规划落实,就需要向乡镇施压,进行任务分解。因此,建立和完善乡镇政府考核评价体系既是检验乡镇政府的工作力度和实施效果、推动基层工作扎实有效开展的重要抓手,也是畅通上下执行渠道,加强政府宏观管控的有效手段。同时,在考核方案中设置符合乡镇岗责实际的考核指标,如现代农业、农田水利、科教文卫和基层民主管理等,实现乡镇资源的的优化配置,向“三农”方面倾斜,夯实农业基础,优化农村发展环境,提高农民收入,破解“三农”发展难题,加快城乡统筹发展。本文采取案例分析法,选取在乡镇政府考核评价体系建立和应用上具有代表性的利辛县作为研究对象,以利辛县新农村建设“十大工程”为切入点,来论证县级政府如何构建乡镇政府考核评价体系和如何强化考核结果运用,充分发挥考核的“指挥棒”作用,短期内实现跨越赶超和县域经济社会的快速发展,引起全省上下的高度关注。通过查阅相关资料和对该考核指标体系的具体分析描述,以及对2009—2012年四年间的考核数据进行计量处理,并对该体系运用过程中存在的问题提出政策建议和改进方案,以期对其他层级政府考核评价体系的建立提供有益借鉴,最终实现考核制度与经济社会的耦合。
【Abstract】 With the rising of modern public administration theory and the speeding up of social democracy progress, there is an increasing demand to our governments and cadres over all levels. Aiming at pushing forward the establishment of accountable governments, and promoting the restructuring of governments’obligations to a better level so as to achieve scientific developments of economy and society, there must be a set of scientific and rational examination and evaluation methods to measure and motivate our work. Effective examination and evaluation indexes shall strongly extend their behavior-guiding functions, clarify and intensify the focuses and directions of the work. Comparing to this, our government performance evaluation systems has no longer adapted to the requirements at current new stage. For example, our examination and evaluation indexes are so single that they’re only based on economy section, namely GDP index prevails all indexes. This leads to a discordant, asynchronous, and unsustainable development of society and economy, and even causes great waste of natural resources and environment pollutions. A set of scientific and rational government examination and evaluation system can not only steering scientific growth, but also refreshing administration working styles and restructuring the government obligations.Township governments, as the base level in our nation’s administrative system, shall be the most basic component unit in our administration and economy structure, and are the principal part in development of our country’s rural economy. Directly linking to common peasants, the staffs of township governments focus on the main body of their work, namely Three Rural Issues, and act as the first person responsible in rural economy development, improving rural public services and practicing preferential policies to rural people. As to superior governments, whether their commitments can be achieved or ultimate result be succeed or failure, are directly depended on the performance of these basic administrative staffs. County governments, as the direct superiors to township government staffs, has to pressing their subordinates to divide and achieve working targets, so as to solidify laws and policies from their superiors, practice assumed working targets, and achieve self-development plan under the pressure of evaluation system. Therefore, the setup and improvement of the examination and evaluation system of township governments will act as an important dominant force in evaluating township-governments’working efforts and effectiveness in promoting rural economy, strengthening public services as well as solidifying policies that benefit farmers, and at the same time, driving administration at basic level in a stable and effective way, and implementing the function restructuring of township governments. Meanwhile, it will facilitate optimal configuration of township resources and shift more resources to three fields (agriculture, country, peasants) that relevant to rural economy by involving those evaluation indexes in accordance with township reality and government accountability into examination methods, such as modern agriculture development, irrigation and water conservancy construction, scientific education, culture and health management, and basic democracy system administration, etc. Besides, it will also solidify agricultural basis, optimize rural development circumstance, and increase peasants’earnings, so as to solve Three Rural Issues and speed up the overall development of urban-rural areas.This article, based on case analysis method, chooses the county of Lixin, which exemplifies the effectiveness of township government examination and evaluation system and its application, as its object of study, and extends its argument from Ten Projects Program of New Socialist Countryside Development in Lixin county to illustrate how a county administration establish township government examination and evaluation system and intensify the application of evaluation result, so as to give full play to examination and evaluation system as development baton, which has helped the county of Lixin to achieve a leaping progress in a short period of time, and arouse great concern all across the province. This research, by looking at relevant documents and making detailed description to the examination index system itself, as well as measuring and processing evaluation statistics between the year of2009-2012, put forward several suggestions and improvement plan on the application of this system, and expects to offer helpful reference to the establishment of evaluation system of other county administrations, and ultimately to achieve coupling between evaluation system and economy as well as society.
