【摘要】 当今世界,电子政务已经成为行政管理改革的主要内容,各国政府都已经建立了政府门户网站,提供网络服务成为提高行政管理效率、密切政府与企业及公民关系的有效手段。而随着对外开放的不断深入,为了顺应世界潮流,加大对外宣传力度,我国各级政府部门在不同时期先后推出了与其中文网站相一致的政府英文网站。目前,不仅省、市政府建立了自己的英文网站,某些市辖区、县、甚至乡镇政府的英文网站也应运而生。这无疑是政府促进对外交流,对外宣传的有效渠道和重要窗口。英文网站的主要受众是国外投资商人、游客、学生以及其他对中国社会文化感兴趣的人,其主要目的是介绍本地投资环境、各种资源、人文信息等,让外国人能全方位了解当地的政治、经济、文化、旅游等方面的信息,从而更好地促进中外在各个领域的交流。而目前各个地方政府英文网站的翻译质量不尽人意,误译错译现象十分常见,或者一味照搬原文本,硬译死译,完全没有考虑到意识形态在翻译中应起的作用。英文门户网站里的文本属于外宣的一种,其质量好坏将影响宣传目的甚至经济效益。恰当的翻译有助于树立政府形象,开拓国际市场,而蹩脚的翻译则有可能让受众产生疑惑、误解甚至反感情绪,不仅起不到预期效果,反而产生负面影响。为此,国内一些学者做了一些相关的研究,但都是关于个别网站做的零散分析,很少运用翻译理论进行系统深入的研究,且一般都是运用目的功能理论,运用勒菲弗尔的意识形态论分析者凤毛麟角。勒菲弗尔认为,意识形态是一种观念网络,由某一历史时期所接受的看法和见解组成,影响着读者和译者对文本的处理。可见,意识形态具有一定的导向作用,在一定程度上影响着人们对事物的看法。为找出政府门户网站英译中存在的问题,本文基于勒菲弗尔的意识形态操纵理论,对湖南省地级市政府门户网站的英译展开研究。首先,本文讨论了意识形态对翻译的影响;其次,本文描述了政府网站文本的语言特点,以意识形态操纵理论为中心,指出湖南省地级市政府门户网站英译中存在的问题,提出翻译建议,并做出详细分析；最后,本文从宏观和微观两个方面提出政府门户网站英译的翻译策略,其中宏观方面包括提高译者翻译水平,规范专业术语,严格检查及时更正,以及加强国内外专家合作；微观方面包括从读者的需求出发,采用变译策略,适当地用异化取代归化,旨在改善政府门户网站的英译质量,并丰富应用翻译在该领域的研究。更多还原

【Abstract】 Nowadays, with the construction of government portals of many countries, e-government has been an important part of administrative management reformation, and it does become a effective means to boost efficiency of administrative management and increase the relationships between government and enterprises as well as citizens. With China’s reform and opening up policy and the successful host of2008Olympic Games, many local governments launch their own English portals in order to follow the current of the world as well as expanding publicity. At present, not only the central People’s government, the People’s government of Provinces and cities, even the People’s government of town or village has its own English portal. The main audiences of them are foreign investors, travelers, foreign students and other people who are interested in Chinese culture and resources. And the main purpose of constructing English portals is to provide information in every aspect of local government such as politics, economics, tourism, culture and so on, and thus to enhance the communication with foreign countries in every field.Through the Internet searching, the author finds that there are six government portals with correspondent English Translation portals. However, the translation quality of language used in English portals is not as good as it is expected, and the phenomenon of misunderstanding and mistranslation is very common, or just translate the texts word for word, not in the least take into consideration of influence exerted by ideology. The texts of English portals are publicity to the foreign countries, and the quality is related to the exchange activities even the economic benefits. The proper translation will helps a lot in projecting a positive image of local government while an awful translation will only arouse confusion, misunderstanding or repulsion. For this end, some scholars in China have done some researches about this. But, the studies are scattered and not systematic, few of them apply the translation theory to analyzing, and they less apply Lefevere’s ideology manipulation.Lefevere holds that ideology is a network of concept, which consists of the views and opinions accepted during a certain period, and thus it affects the way that translators and readers analyze the texts. Therefore, ideology has some effect of orientation, and even influence the way people view the world.Aiming to find the general problems arising in English translation of government portals, this thesis carries out a study over English translation of local government portals of Hunan Province in light of Lefevere’s ideology manipulation Theory. Firstly, the thesis discusses the influence of ideology on translation. Moreover, the thesis describes the characteristics of language used in government portal, discussing the problems as well as making an analysis on English translation of local government portals of Hunan Province on the basis of the above theoretical framework. In the end, the thesis proposes the improvements on English translation of government portals from macro to micro strategies. The macro strategies include improving translation skills of translators, standardizing specialized terms, examining strictly and correcting timely and enhancing cooperation with experts from home and abroad. The micro strategies contain considering readers’needs, adopting variation translation strategies and taking foreignization strategies instead of domestication properly, aiming to improve the quality of English translation of government portals and enrich the future researches on pragmatic translation in this field.更多还原
