【摘要】 随着全球化进程的进一步加快,各国之间相互依存度的进一步提高,加强以国际友好城市为主要渠道的城市外交是城市提升国际化程度的题中应有之义,是城市开放兼容水平与文明繁荣程度的重要标志,也是地方外事部门实现“服务于中央的总体外交,服务于地方的经济建设和社会发展”的重要工作载体。中国国际友好城市工作有着巨大的发展潜力,同时面临着新的机遇和挑战。如何通过开展友好城市工作,有力地配合国家总体外交,促进地方经济社会发展是当前地方外事工作面临的重要课题。本文首先对研究目的和意义、国内外研究现状、研究的主要内容、研究方法与思路进行了阐述。其次介绍了国际友好城市基本概念、发展历史,中国国际友好城市的发展历程,城市间缔结国际友好城市关系的主要动因等背景知识。后以池州市国际友好城市工作为主要研究对象,在对其国际友好城市工作发展历史、主要成绩进行阐述的基础上,对该市国际友好城市工作现状进行了初步分析,将其进行了分类。接着在此基础上提出了该项工作中存在的主要问题,分析了产生这些问题的经济、体制和人文等方面的原因。结合管理学的知识,从国际友好城市工作实践者的角度,结合池州国际友好城市工作现状、池州市经济社会发展情况、池州市现有国际友好城市自身发展情况等实际,提出了用战略眼光对国际友好城市进行科学布局和规划,多举措提升国际友好城市工作实效,积极宣传实现国际友好城市工作多方参与,健全机制加强外事部门机构建设保障国际友好城市工作顺利开展等方面提出了具体可操作的对策建议。更多还原

【Abstract】 Since the globalization is speeding up and different states in the world are becoming more dependent on each other, it’s essential to strengthen city diplomacy through establishing international sister cities which also will be helpful for facilitating a city’s internationalization process, In addition, the developing status of a city’s international sister cities affairs could be used to judge whether the city is prosperous, compatible and open enough. Besides, establishing international sister city relationship with foreign cities is also a key way for municipal foreign affairs departments to serve the overall diplomacy of Chinese Central Government and local economic&social development. China is facing great challenges in developing its international sister cities affairs while it also has great potential in developing so. The provincial or municipal governments have meaningful tasks in coordinating with the overall Chinese diplomacy and promoting local economic&social development via developing communication&cooperation with international sister cities.The first part of this essay introduces the aim, meaning, main content, research methods, train of thought of the essay as well as the domestic and foreign study situation related to international sister cities affairs. The second part mainly introduces the background knowledge like basic concept, history of the overall international sister cities as well as Chinese international sister cities etc. The third part concentrates on introducing the history and achievements of Chizhou city’s international sister cities affairs and anglicizing and classifying the city’s international sister cities basically. The fourth part indicates the main problems and disadvantages existing in the city’s international sister cities affairs. The fifth part analyzes reasons causing those problems and disadvantages in the last part from different perspectives. The last part uses the theories of Principles of Public Management and integrated with the present situation of Chizhou city’s international sister cities affairs, the economic&social development situation of Chizhou city and its own international sister cities to proposes diversified useful suggestions for improving the city’s international sister cities affairs work.更多还原
